Announce roadment was made today by the state railroad commission that the rules to be 'formulated with relation to un derground and overhead crossings of 'railroad, telephone, telegraph and power wires and with . relation to which a hearing was held yesterday, will not extend to cities, which have valid ordinances now on the subject. But three cities, Hood River, Eugene and Portland,- now have such ordi nances, and those in the latter are said to be contested in the courts. Another question pertaining to rules over which there is much controversy and which, has not been settled, is whether guy wires should be insulated or grounded.. .
