' Eastern Oregon News Clvle Lragse to Start Improvement (Elgin Recorder,) The membership of the Elgin Civic Improvement league Is not sufflc'enl to cope with the situation In Mexico but there Is enough ginger and en thusiasm in the few members of that body to accomplish some good and they are determined to do so. Wednesday afternoon Is the date of the regular meeting of that organization and in order to stimu late enthusiasm and Increase the number of members the association has decided to serve sandwiches, cake and coffee to all comers the more comers he better. Women who are not members are especially urged to be present and as sist in making Elgin the best town from a civic standpoint, In Eastern (Oregon. The affair Is to be held in the mag nificent new city ball and if you are interested In the' future growth and development of the town you will be there. Prof. Churchill Decides to Accept. (Baker Democrat.) Prof. J. A Churchill will accept the appointment as slate superinten dent of schools to suoceed L. R. Al derman, despite the fact ' that the school board of Baker yesterday of fered him the same salary he would receive as Mate superintendent, . to remain In charge of the local schools. The offer war made by the board yes terday forenoon, and In- declining to accept it Prof, Churchill did so with regre. According to bis statement he feels that the ofilce of state superintendent offers him a broader field which is undoubtedly true, as wellras the fact that the position Is in a measure a stepping stone to still larger and bet ter things. However, the school board in making the effort to keep him but voiced the sentiment of the entire community and the people will feel that his departure will not be through any fault or lack of effort on their part to keep him. His decision certainly must have cost blm many hours of hard thought and study and his conclusion without doubt is the right one. For his own advancement, certainly It is the right thing to do, and the effort to keep him in Baker was in a large measure inspired by selfishness. But while his leaving will be regretted, his ad vancement will be the source of greatest sa'.lsfacton to all, and now that the bridges are burned, there are none but whom will wish him God-Bpeed and all suocess. . He will probably assume hlg new position shortly after the close of the present school year.' ' CUR FRUIT OHOP. ' Cove, Ore., April 2. To the Edi tor: The fruit crop of 1912 Is draw ing to a close, and it is needless to say it has proved the most disastrous to the producer in the history of com mercial fruit growing, and there must be some strenuous efforts put forth by the grower, or fruit growing in the 'uturc ' '!U ccly ,c' a repetition oi tne conditions we have just passed through. What Is needed is a strong organi zation among all fruit growers, with a determination to find a market for all fruit products that Is not fit to put on the markets, as fresh fruits. Each fruit growing district should have canning factories, cider mills, ynegar plants, and fruit driers to take care of the Inferior grades of fruits and berries. Nothing but the very best 'should be put on the fresh fruit markets. Each fruit district should bive com petent salesmen to find mnrktts for all of its outputs, fresh, canned and irll, I would be In favor of ea-h satemnan drawing a salary .sufficient so he would not be tempted or In clined to graft We should do all in oar povcr to get better freight rates so there would be more chance to compete with all esstem markets. Though all district fairs within the state have been abolished by legisla tion enacted by the recent legislature there will be money available for this year tor a strictly Umatilla county fair If one should be held. This Is the substance of a wire message re ceived by'the East Oregonlan from Secretary of State Olcott and it alters the status of affairs as set forth In a recent letter from the secretary's offico to Lee Moorhouse, secretary ot the third district fair. This morning the East Oregonlan queried Secretary Olcott asking if state money would be available thl year for the third dlstrict'falr. Fol lowing Is his reply: Salem, Ore., March 31, 1913. East Oregonlan, Pendleton, Oregon. No. House bills four twenty eight and six thirty three create county fairs which supercede ' all dis trict fairs. In connection with the countr f".'-r bill and answering beg to say that, tho bill passed by the legislature repeals all of the acts for holding district fairs, and theerfore as soon as it takes effect on the 3rd of June there will be no more district fairs. It however appropriates money for county fairs, which will be available this year.
