At this congress Dr. L. O. Howard,
chief of the bureau of entomology of
the United States department of agri
culture, a determined foe of the mos
quito and materia, will be present.
Dr. Howard la the man who first drew
general attention to the comparative
ease with which the pest could be ex
terminated If only we would unite
for the task.
Aa drainage Is the chief method of
disposing of mosquitoes and hence of
malaria, it is peculiarly appropriate
the case of the New York school

the employment of married women
becomes more general. (Much ad
verse criticism has been aroused by
the action of the New York school
board. Some contend that as parent
hood is one of the loftiest functions

pective parent is one who has to do
with the training and care of child
ren. Others contend that a married
woman supported by a husband has
mo right in a position that a single
man or woman would be glad to take
and that granting a leave of absence
for such a purpose encourages an In
dustrial, tendency that should be dis
couraged. On the general subject of married
women in Industry there are oppor
tunities for honest differences of opin
ion. On the one hand it can be con
tended that they serve to glut the
labor or professional market and so
lessen the likelihood of single women
absolutely dependant on their own ef
forts gaining a livelihood, one can l
go farther than this and say that
when a woman has a child she has a
moral responsibility to . devote ber
whole time and attention to Its up
bringing.
On the other hand It can be argued
tbat the denial of Industrial and pro
fesaional opportunity - to married
women with children is unjust to the
Individual. It cannot be denied that
certain persons .are eminently' gifted
for certain work. '.Training; temper-
anient, in fact the whole character,

may have molded them in a . way to
St them above others , for particular
tasks. Under these circumstances
shall the fact of motherhood bar the
talented woman from her field any
more than the fact of fatherhood bars
her husband from his?
It Is a big question not to be dis
posed of by snap judgment. It is a
question, too, that is certain to loom.

ployment of women in economics and
business life becomes more general.

whereby he transferred 100 shares of
stock in the Hartman Abstract com
pany of this city, W. L. Thompson,
president of the American National
bank of Pendleton, yesterday com
menced suit against Henry T. Hill, a
La Grande real estate dealer, and
James M. Johns, president of the ab
stract company for damages aggre
gating $S600.
Iin the alleged fraudelent transac
tion, tl( plaintiff charges that he
transferred the stock, valued at S 10-
500, to Hill for $1500 cash and a deed
to 160 acres of land in Columbia
county. Washington, reuresented to
him to be rich farming land and
worth $9000. In Inducing him to J
take the land as part payment, I
Thompson allegros a stranger, intro
duced under tho name of Roy Shelton.
Missouri farmer, was brought to him
and agreed to purchase the land at
$9000. paying him $1000 down to bind
the bargain. .
Subsequently, he alleges, he learn-:
ed tbat the land was not being
farmed, never had been, was incap
able of being farmed and was not
worth more than $500. He avers his

stranger was not a wealthy Missouri
farmer and that his name was not
Roy Sheltnn, also that the $1000 paid
down was provided by the defendants.
Furthermore, he declares his belief

were guilty of making fraudulent
statements with intnnt ' to defrauA
and theat him or with utter reckless
ness and lack of knowledge.
