Old Charter Inadequate and New One, J Proposed, ',': ''t,t': La Grande's charter has been pat terned after by Wallowa, as testifies the .following from the Wallowa Sun: ,The proposed new charter for the cily of Wallowa was passed by the .council at a special meeting lost Mon day night, and will be . submitted to the voters of 'the city at a special election to be held March 18th. The new charter Is very similar to the one adopted a few years ago by La Grande and is said to b: one cf the best ob tainable. The La Grande charter, has been in force since 1909, and Is high ly recommended by . the officials of that City. The adoption of a new charter in Wallowa has been under advisement by the- council for the past two years. Extensive investiga tion into different charters has. 'been made with the .result -that the pro posed charter as ipassed by the coun- cily last Monday evening contains Uio good points Of many,, and at the same time many bad features have been eliminated. ' . : - . - J . The proposition of adopting a new charter was first brought to the at- Mention of the council , while J.' P. ; Morelock was, mayor, and It was dor- lng his administration: that 'the' pres ent form of charter was decided upon'. Work of perfecting it was begun, and has been carried over into the ijl ministration of Mayor "E. 'A. HoIinF. Mr. Holmes- has given considerable time and attention to the new' mea sure, and after Its passage Monday night, stated' that be waa Satisfied Wallowa would have one of the be9. charters of any city In' the State; pro. vided the proposed charter. Is adopted by the voters March' 18th. ' Wallowa was incorporated ' as a town in 1898, and adopted a charter which at that time was adequate for all purposes, and which was identical with a number of charters adopted by j other towns in the state during the same year. .Enterprise wbb incorpor ated and adopted the same charter at about the same date as the adoption . of the Wallowa charter.
