Effort of some , members of the
council may not be entirely correct
In the plan of procedure to bring the
credit of La Grande up towards par,
but the effort is golag to be thorough 1
ly appreciated by every taxpayer and
the hope Is entertained that the pres-j
ent administration may find a way to!
make the city's warrants go to par.t J
The plan to' use public money al
ready on hand In different funds to!
Invent In the city's own paper sounds
all right The objection raised was
that tome of the eecurltles bad been 1
purchased at a discount and there!
fore to pay par would add to the spec
ulator's profit. This objection may
be welt founded but It Is almost cer
tain that when the city take the
bold strides of placing Its paper up
to par It will be found, do matter
when this Is done, that some one has
invested In discounted paper as a
speculation.
There Is always a legal phase to
the altuaton and that must be Con
sidered In. It fullest sense. General
fund warrants In a city aa healthy as
La Grande should not be selling be
low par, and there certainly is a
legitimate way to bring them up.
At the last meeting of the council
prices of commodities purchased by
the city In some Instances drove
home the fact that when the pay is
slow the price goes high In city
matters the same as with Individuals

It Is of considerable satisfaction to
note that La Grande's railroad divis
ion made abundantly good during the
late atorms. Where Washington
mountain division were tied up and
trains could not pet through for days,
the mountain division of the O. W. R
ft N.. which Is the La Grande divis
ion, was shoving Its trains through
wRh little delay.
Constant vigilance and constau
work combined made this possible.
The cooperation of every department
worked to one end, and the. remit
was apparent to the traveling pub
lic. The rotarles were on. the Job all
