The Farmers' union of Oregon ai.d Ronnthern .Idaho has elected Arthur Swift of Baker' as its president, and in so doing recognized the ability, nonesty and Integrity of one of the very best men in Eastern Oregon. Mr. Swift Is a native of Oregon, a farmer not by proxy but by work and one of the best posted men on all subjects of general Importance that we have. Hit career as a delegate to the Republican national convention last ( summer, wnen he stood out tor ngnt and honeaty when several of his fel low delegates fell before the federal bribes, convinced us " that we had never been mistaken in the man. The Farmers union with Swift at Its bead will make progress and it will never be advised Into doing un ' reasonable 'tilings. Everyone can expect the safest, sanest advance ment of the union that can be thought of durlug his administration. CLEAX1MG SIDEWALKS IX WIS . 1EK, La Grande is face to fare with the problem of clean sidewalks. All will remember what a failure was made last year along this line, and how ladles were compelled to wade through snow a greater part of the winter in order to reach the business district. The city has an ordinance for this rery emergency, but Its enforcement Is the hard feature. Why not enforce It this year. Let the city without notice or parleying, put a crew of men on every morning following a now and clean all the . . principal streets that lead to the business dis trict and tax the expense to the prop erty owner. The owner will have a right to beat the city to the Job If he chooses, but In this way there will be assurance of the work being done. It is to be hoped the street de partment will not overtook this op portunity to do a good turn for the entire population of La Grande and at the same time live up to the laws of the cltv. What Is the use to spend thousands of dollars for cement sidewalk If. throng negligence they are to be ATTESTI0 VOTERS. What policies and Issues do you wish to decide?' What principles do you desire to conserve and establish? What evils do you Intend to have corrected; "or what crime will you have punished? , Have you a well de fined platform of good sound timber on which you expect to stand? If you desire to have the laws en forced, If you expect to clean up the dives and gambling hells, if you In tend to protect your sons and daugh ters from the contaminations of vice and Immorality you should elect the right men tor office, especially the chief of police. Look Into the record, ability and experience of the various candidates seeking your votes for the chief of police. Who among the candidates for this office put down gambling when part of. the council was In fa vor of It? Who brought the grafters to Justice? Who got the evidence so every case tried was a conviction and never laid back on the usual plea "You furnish the eidence and I will arrest and prosecute." Who put many undesirable proprietors out of busi ness and changed the method of run ning things from the habits of a wild and woolly wide open town to the condition of a well regulated city? This is the kind of a record and ad ministrative policy that you should vote for. The old theory has been exploded that denizens of the underworld bring prosperity to a town. These people "toll not neither do they spin." Thtl merely follow to where others. by tbelr industry, have made .good times.' They are the result and not the cause of prosperous towns.' As to the much talked of telephone franchise, I have looked into the mat ter pretty thoroughly during the last few days, and have become convinc ed that at this time It Is to th best Interest of the city to grant the fran chise under proper terms, estric tions, etc. Realizing that the mayor ud mem bers of the council are on'r nine of tV uiany partners Interested in the city business 'I know that it is the duty of the former to keep the piu pie at large regularly informed as to what Is being done with the city's money through the medium ' Of pub lished financial statements. This I would make It my business to at tend to. I believe that expense o.' conducting some departments is t0 high. I would endeavor to lower it. The people should be given an op portunity to vote on the commiss'on form of government. 1 have the u: mst confidence in the ability of thr voters to decide this matter and it Should not be held up, but submiVed to them. I absolutely know that the receipts from the water system if the latter is bandied In an economi cal manner will pay the bonds and the interest thereon. There should be no reason to compel taxpayers to pay a special tax to provide money for the sinking fund and interest on water bonds as they must do under the budget issued by the present ad ministration. Each Improvement dis trict should pay for the street Im provement in such district. This Is accomplished by the issuance and sale of bonds against the property in j each district A fund Is created in I each district; warrants may be drawn against such fund, the money to pay them bin derived .from the The greatest and most important event of its kind that will be held this season. There Is no equitable reason why warrants on the general fund should be Issued to pay for Improvements in any special part of the city, nor any reason why warrants on tio general fund fcouH be issued to pay Interest at 6 per cent on the war rants so improperly issued. Such I am informed has1 ben done. The tax payers at large are the sufferers for a time at least, and the credit of the city lessened by apparently increas ed indebtedness. I pledge myself to look into this matter thoroughly .and to protect t!:e interests of all the peonle. I do not believe that the city has the right to make such contracts with the Warren Construction com pany nor with anyone else. This matter In my opinion should be thoroughly looked up and if eiu badied In the contracts to pave Jef ferson avenue and Fourth strete, such contracts should be voided if possible. The city's Indebtedness should be reduced If possible. A strong effort should be made in this direction. In the years 1908 and 1909 when I bad the honor of serving this city as mar. or, the council was able to reduce the indebtedness. This In spit of the fact that no money from liquor licenses was obtained very materially. Under Rhe pesent circumstances with over 112.000 coming In annually in llnquor licenses it would seem that the city's general Indebtedness should not in crease. I believe In protecting the people now in the saloon business who are paying the license prescribed and otherwise obeying the laws by en forcing the laws against bootlegging.
