sessment thereon to defray the costs
and expenses of the Improvement;
providing for the assessment roll of

requiring the city recorder to pre

levied and to collect said assessment.
I The city of La Grande does ordain
as follows:
Section 1. That the council has
considered the proposed assessment
of the property herein benefited by
the installation of a sewer In section
No. 2 of sewer district No. 2 In the
city of La Grande, Oregon, and all
objections made thereto, and hereby
ascertains, determines and declares
the whole costs of said improvement
In the manner provided by the reso
lution duly passed by the counctl on
the 21st day of March 1912, to be the
sum of $1644.98, and the property
hereinafter described is specially ben
efited by said improvement and the
special and peculiar benefits accruing
to each lot and parcel thereof or par
cel of land within the assesment dis
trict and which Is so specially bene
fited by reason of said improvement'
and which has been equitably appor
tioned among all blocks, lots, parts of
blocks and lota, lands and real estate
bounding, abutting, contiguous, front
ing and adjacent and tributary to such
Improvement and within the district
created for the purpose of making
said Improvement to the extent of the
benefits to such lots, parts of lots,
land and real estate by reason of
the Improvement and In no case in
excess of said benefits, and the
amount sat opposite the description
or number of each lot or part there
of, or parcel of land for which said
respective parcels is assessed is as

time when such assessments will be
come delinquent, and also that said
assessments may be paid in
installments, provided each prop
erty owner will make application
therefor within ten days from the
date of the first publication of said
notice, said application to be made
under and bv virtue of the provisions
of Chapter 5, Title 26, L. 0. L. Th s

effect from and after Its passage, ap
proval by the mayor and publication,

Editor There Is one bill, which will
appear on the official ballot to be
voted on Nov, 5th which deserves
more attention than It has been re
ceiving. I refer to the bill to place
the University of Oregon and the
State Agricultural College under one
board of regents, to prevent duplica
tion of studies as much as possible,
and to lower the expense of running
the two institutions. This bill was
drafted under direction of Governor
West, State School Superintendent
Alderman and prominent representa
tives of both Institutions, and Is In
tended to promote the efficiency of
both and to lower the general ex
pense of the taxpayers of the state.
It Is endorsed by the state grange,
the state federation of Labor, the
Portland Taxpayers League and many
other organizations. The greatest
benefit from this bill will be to take
these educational Institutions out of
politics, making their interests har
monious, and prevent envy and JealT.
