It is desired to have a marshal for each block who will see that all. those living in the block know and under stand about cleanup day and all work together harmoniously. That ln all cases where permit to trim or prune any trees or trees has been granted, as provided In section 1 of this ordinance, it shall be unlawful 'for any person or. persons, in any manner to interfere therewith, provided such trimming or pruning is carefully done and no unnecessary damngo occurs to such trees, Section 3. Any person violating any of the provisions of this ordi nance shall upon conviction thereof, before the recorder of the city o La Grande, Oreeon, be punished by a flp.e of not less than five ($5.00) dollars, nor more than twenty-five ($25 00) dollars, for each offense, and In case of failure or refusal to pay such flue, such person may be imprisoned In the city jail for the period of one day for each two ($2.00) dollars of such fine. Inasmuch as the limbs of trees are growing fast in the city of La Grande, and are likely to come in contact with electric light or pow er wires; a constant danger exists,' and this ordinance' is necessary for the immediate preservation of the health and' safety- of the Inhabitants of the city, nnd an emergency is here by declared to exist, and this ordi nance shall take effect from and after its pasage by the. council, approval by the mayor and publication in one is sue in the La Grande Evening Ob server.
