How Eatimate Ara Made. The "estimates" are prepared by the executive departments of which each member of the cabinet is a head. The cabinet ollicers get the "estimates" in their respective departments from their chiefs of bureaus and then combine thorn as the "estimates" for the depart ment The "estimates" from all de partments are then sent to the secre tary of the treasury to be submitted to congress, and they then become the "estimates" for tho cost of running the entire government during the next fis cal year. Upon these figures congress makes tho greater part if Its appropria tions. Amounting; to more than $1,000. 000,000 annually. Until 1003 a more or less lax method of making estimates for tho animal appropriations obtained throughout the povermnent. . Tho figures sent to con gress eacb year. Instead of -allowing Indications of a careful "pruning"., all along the line, showed tber' was a disposition among the departments to vie with each other In getting as Jnrge appropriations ns possible without con sidering -whether or not the money de manded could be advantageously ex pended during the coming your- There was no standardization of supplies, and tho various departments .wore paying varying prices for the same article. What President Taft Did. . As soon as President Taft took office this system ceased. At the outset Pres ident Taft Impressed upon bis cabinet officials the ik'isolute necessity of econ omy and elllciency -..In their depart ments, lie admonished them that not n dollar beyond what was necessary to run the government efficiently in their departments. Including a fair margin for progress, which Is a part of efficien cy in the program of President Taft, should be- asked of congress. . The ef fect was Immediate Every depart ment began work at. once to Investi gate its own expenditures and to de vise ways and means of curtailing ex travagances. Tho result was that con gress received tho lowest estimates It hnjl seen In years. This was followed by u reduction In appropriations to cor respond, always allowing for the nat ural growth of the government's ac tivities, which represented a net sav ing to the taxpayers of the country. President Taft was not. however, satlslled that all hud been done that could be done. He realized that the. departments of the government, like Individuals, are naturally prone to be proud of (heir own achievements and by' reason of their .familiarity with their own endeavors .often Insisted that their work was morn Important than the work of the other depart ments, relatively speaking.
