of the young people of La Grande r,nd
observant of juvenile conditions all
over this state I write these few lines
trusting they may awaken the con
sciences of those who have the sacred
duty of raising children and to bring
to their attention the fact that thero
are conditions existing In this com
munity which can and should be pre
vented. V The trouble Is that so many
people will permit these harmful In
fluences to menace the lives of the
children and console themselves wlD
the fact that it Is none of their busi
ness, until the situation becomes so
serious as to demand the attention of

this Juvenile delinquency? First and
foremost a woeful ; lack of parental
supervision and example in the home.
Those who have the sacred responsi
bility of rearing children need to wake
up right now and look the situation
fairly and squarely in the face before
it is too late and the children beyond
their control. In homes and upon the
streets I have been appalled to listen
to disgusting and obscene ' language
used An the presence of children. We
might well ask ourselves, which are
the worst delinquents: those who set.

Another important cause of delin
quency is found In the fact that pro

are contributing to the delinquency of
our youth ana some are persistent
violators of the juvenile laws of this
state. The vigorous hand of the law
is needed and should be Invoked at
every opportunity on behalf of our
defenseless young. I regret to state
that juvenile delinquency Is as rani-
pant among the girls as well as tl.w

justice of the Interference and meet it
