Official and military circles In the national 1 1 capilul are looking forward with un fj disguised interest to the prospective ) arrival In this city, toward the end of t ' the month, of Major General Robert Stephenson Smyth Baden-Powell, the hero of iMafoklng, who has started 1 from England on a tour of the world and la expected to speud several weeks In the United States, visiting a num ber of the large cities In various .parts of the country. One of the objects of his tour Ib the solidification of the Boy Scout movement, of which he is ; the father, into an International or ganization. . Gen. Baden-Powoll who ls consid ered one of Great Britain's greatest and most brilliant military men, was born February 23, 1857, the sou ot the lute Rev. Baden-Powell of Ox ford and Lmigton Alnnor, and Hen rietta Grace, daughter of Admiral W H. Smyth, of the British navy. Robert Stephenson, the builder of the first locomotive, was his godfather. He re ceived his education at Charterhouse aud at the age of 19 joined the 13th Hussars. He was made adjutant and served with that regiment in India Afghanistan, and South Africa. , ' Ho served on the staff as assistant mili tary secretary in South Africa from 1887 to 1881), took active. purt In the operations in Zululund and wus men tioned for his bravery In dispatches From 1890 to 1893 ho was assistant military secretary In Malta, In 1885 he was sent on special service to Ashan ti, In command of native levies and for his eminent services he was dec orated and brevetted lieutenant colo nel. During the campaign In Matabele land, 1896 to 1897, Col. Baden-Powell was chief staff officer and for his bravery he wfls again mentioned in dispatches and made brevet colonel. Shortly afterward he was made colo nel of the irregular horse in South Africa and in 1897 he was placed' fn command of the 5th dragoon guards. As lieutengnt-colonel, commanding the 5th dragoon guards, he took part in the early operations during' the Boer war. Snydam, the Boer com mander, shut him up In Mafeklng on the morning of October 15, 1899, only three days after the declaration of war Cronje came over from Ladysmlth and drew the lines closer about him, Jou bert appeared and added to the strength of the besieging forces. Af ter a terrific bombardment on October 22, he was asked to 'surrender, but he answered, "You can't take us by sit ting down outside. Come 1n and get US," The bombardment wn8 continued day after day, but steadfastly Ba!!en Powell refuses to surrender. WftOfl tiiH sheila came flying too fast and furiously the besieged men dug holes In the ground and made til em Bemb proof. Baden-Powell's force consisted of 600 South African rough riders, a few Kaffirs and a handful of town resi dents. His artillery consisted only or a few old cannons that had seen ser vice in South Africa GO years before He was 870 miles from Cape Town 144 miles north of Klmberlny, and 850 miles from Buluwayo. There did not seem much prospect of relief, as the British troops were kept extreme ly busy at other places, but Baden Powell refused to surrender. Always smiling, always ready with a kind word or a joke, sharing the privations of his troopers as he did their dan gers, he was their Idol. On October 31, Baden-Powell with his handful of men made a sortie, but, was driven back by superior forces The bombardment was continued by the Boers, but without effect upon the spirits of the besieged. On December 26, Baden-Powell again made a sortie and succeeded in reaching the Boer trenches, but once more was he forced to fall back. Not until February 18.. 1900, two months after the beginning of an almost continuous bombardment did the Boers make an attempt to storm the town. Although weakened by starvation and reduced in numbers by sickness, the British defenders re pulsed the Boors with heavy losses During the following two months sev eral other attempts were made by the Boers, but in every case they were thrown back by the gallant defenders, It was on May 16 that Mafeklng was finally relieved, after a siege ot 217 days. In the subsequent operations in the Transvaal. Ito was repeatedly mentioned In dispatches and was made Companion of the Bath. After the war he organized the South African constabulary and serv ed as Inspector general of the con stabulary until 1903, when he was ap pointed Inspector general of cavalry and returned to England, where he became the lion of society and ex tremely popular not only with the army but with people In general.
