Using this water for the Irri gation of the lands of the Western Umatilla project, sixty miles away, would leave permanently arid many thousand acres 'of lands In the upper valley, for which there Is absolutely no other source of water supply than l the Umatilla and Its tributaries, while j for the West Umatilla project there Is ample other supply. I Wo favor "Justice for Oregon." We , favor Oregon being given her share of the money that Is loaned out of the : reclamation funds, which is nearly ! $11,000,000. j We favor construction of the West ' Umatilla project on a sane plan that will secure every beneficial result without the grave dangers and other objectionable features of the present ' plan of the United States reclamation service. We refer to what Is known as the .".Mariner plan," backed by Dr. Ululock which provided for the use of all the drainage or waste waters from the present Umatilla project, supplement ed by sufficient water from the John Day liver in a way that ,hns been in vestigated and outlined by competent engineers and reported feasible and economical. fly tho "Mariner plan' the cost will be about $10 per acre as against $so by this extravagantly expensive pres ent plan of the United States recluma tion service. We want to save to the future set tier this $10 excess charge which the reclamation service wants spent to provide 'them with fat jobs.
