Gripped In the se verest winter weather of the season with the coldest record of five year3 In many places, suffering between the great lakes and the rockles is In tense. With 150,000 unemployed here, the thermometer five below and due for another tumble tonight, charity agencies are practically overwhelmed and helpless. Milwaukee, Wis., Jan. 5. Three are known to be dead In Wisconsin on ac count of the cold The average tem perature for Wisconsin Is 20 below. 11 Relow Four Days. Minneapolis, Minn.. Jan. 5. Mlne sota is In the throes of zero weather. For the last four days It has been 11 degrees below zero. Different on Coast. Portland, Jan. C. Summer weather prevails on the Pacific coast. Despite a snowfall yesterday the temperature here Is 32 above, San Ifranclsco 41, Tacoma, 37, Vancouver, B. C 32, San Diego SO, and Pasadena 00. Record Reached nt Dulutli. ' Duluth, Jan. 6. This is the coldest place in the United States today. The thermometer is 35 below at 9 o'clock. Business is practically suspended and thousands are suffering. HUSH IN MASS MEETING. Object to Separation From the United Kingdom Strenuously, Dublin, Jan. 5. A gigantic mass meeting liere today at Omagh county, Tyrone, at which resolutions were adopted protesting against the efforts by the home rullsts to separate Ire land from the United Kingdom, ad dress the assemblage, Ulsterman Sir Edward Carson, leader of the Irish conservatives or Orange faction, said, "If my determination to fight agalnsr Ireland's separation from the United Kingdom is treason, I plead guilty. ' - ' TAXES PAID TO STATE BY UNION COUNTY DURING PAST TEN YEARS 1901..:. . $24,104.00 1902..... 19,912.00 1903 27,317.50 1904.... 22,857.50 1905 13,937.50 1911 - ' : The' greatest business shock that has occurred to this county since the days when land sharks grabbed the lands of settlers for taxes occurred today when a telegram from Secretary of State Ben W. Olcott at Salem announced. that Union county's part of the state tax for the year 1911 is $71,573.75 as fixed by the Board of Tax Commissioners. , It was unbelievable at first and County Clerk Wright acting as secretary to the county court wired for verifica tion, believing that some error had occurred in the mes sage. The answer came back quoting the same figures. A few minutes later the county clerk of Wallowa coun ty called up the court of this county and asked what Un ion county's state tax was for the past year, claiming at the same time that the figures sent to" Wallowa county seemed out of reason. When he was told of the Olcott message he said that was in proportion to what Wallowa county had been taxed. 1 ;;'..: :i2!'j'-J-' ' At no time until today did the eountv court thinkit pos sible for the state tax to. exceed that' of last vear which was $33,277.5S, but now it is understood that the State of Oregon exacts more than double the amount of taxes from Union county this year than last. " , A table at the head of this article shows the enormous increase in state taxes which has been going on for the last ten years with a climax of the 1911 tax. In view of the startling Information contained above which adds at leas four mills to the total tax anticipated by any resident of Union county, it is Interesting to know In detail the dif ferent assessments and the amounts of money raised for different purposes. Following Is the budget put up to the county court which body only makes two levies the county and roads. All other levies are made by other parties and the .county court has nothing to do but add them together and submit the total to the public. The Biuliret. School 10,508.23 II Total ....241,172.58 Because of the delinquencies which occur every vear and which cannot be exactly computed in advance there Is a'slleht differene in the amount of the state tax called, for and the amount designated by the court to be raised. This, however, Is something that must necessarily occur each year In order to have enough without the delinquen cies to meet the state's demand. It will be remembered that the valu ation this year is $17,226,613. Of this amount the state board of tax com missioners .fixed the valuation of pub lic utilities at $3,384,478 while last year Union county received tax from the same source at a valuation of $3, 555,740, thus cutting down the asses sed valuation almost $200,000 the pres ent year, which In turn cuts down the source of revenue from the railroads and other utilities now being assessed by the state board, and which were formerly assessed by the counties In dividually. In the budget It will be noticed there Is no levy this year for Indigent sol diers. This Is due to a sufficient sum of money on hand In that fund to carry over the year. As has been stated before the coun ty court makes but two levies one 1906.......... .....$22,857.50 1907.. 25,645.00 1908 29,707.50 1909... ........ 35,825.71 1910 33,277.58 ...:...$71.573.75 for county expense and the other for county roads. The other levies are submitted to the court. The special school fund from the various districts comes In after school elections which determine the number of mills. In La Grande district it is 11 mills thl3 year. The amount to be raised for county school purposes Is fixed by law enact ed by the state legislature and Is now $8.00 per capita for every child of school age in the county. Four years ago this was $6.00 per capita. The high school fund voted by the people of the county last year pro vides for countythIgh schools and the Amount Is fixed by law. North Powder Imbler Total $10,575 The budget for general school pui poses as handed In by County Super intendent Bragg amounts to $43,544.17 The library tax which was formed by a law enacted by the legislature requires ten cents per capita to. be raised for every child of school age. In Union county this amounts to $5;6.8(. La Grande's City Tnx. With the 14 mills added to the city lax.ulready named by the city coun cil La Grande's city tax reaches a sum total of 41 mills. Wallowa County Objects. Enterprise, Oregon, Jan. 5. The Oregon express on the Southern Pacific which left San Francisco for Portland last night, bearing northwestern mail for points as far east as Montana, was robbed of registered mall by two ban dits who entered the car at Cotton wood early today. They tied the mall clerk, Rholn, and two assistants and rifled the six pouches while the train sped on. It is unknown how much they got but It Is believed to be several thou sands. Jt Is believed they concealed themselves In the car at Red Bluff. When the train passed two small sta tions the robbers threw off and took on: mall so nothing suspicious was seen. They left the train shortly be fore It pulled into the station .here. A posse is out. When the depot attaches discovered the bound clerks In the car, they point ed out the two robbers who were quietly walking down the tracks. One policeman was at the depot but .he couldn't keep the men in sight. They disappeared around a curve.
