Oregonian says:
If the people of the city adopt the
commission plan charter which has
been submitted to them under thii
initiative by the Progressive Non
partisan Municipal league, they will
enact one clausie that will be pleasing
to property owners who object to the
provision of the old charter that re
quires a remonstrance Bigned by SO
per cent of the property owners of
a street to block proposed improve
ments. ;
Under the charter submitted by the
Progressive league it is specified that
60 per cent of the- property owners on
a street or in an improvement uiauivi
may demonstrate against an improve
ment. When this subject was before
the league it was announced that the
suggestion for a reduction on ,! the
number of remonstratOrs came from
Mayor Murphy. It was also stet forth
that at times the 80 per cent provision
now in force may work injustice.
The petitions calling for the sub
mission of the Progressive league's
charter were duly filed Saturday even
ing and In compliance with the peti
tions the commission plan of govern
nient will be vottad upon by the' peo
ple at the election to be held In De
cember. '. ' ' '
Should the commission plan of gov
ernment bs adopted a special election
will be held in February to elect ft
mayor and two commissioners to

of a resolution adopted by the com
mon council of the city of La Grande,
Oregon, on the 8th cay of Jurna, 1910,
creating sewer . improvement dis
trict No. 3, and . designating
such ' district, and in pursu
ance of a resolution adopted by said
common council on the 18th day of
October, 1911, whereby said council
determined and declared Its intention
to oroprive all that portion of section
No. 2 of said sewer improvement dis

chairber at the hour of 8 o'clock, p. m.

the levy of said assessment, when a
