Eight councllmen the mayor and re
corder last evening tussled for several
hours with city problems, and tran
sacted a gtKat deal of work. It was
the first meeting of the month, where
bills and accounts are read and refer
red. An ordinance or two was passed,
the one giving the mayor and record?
power to enter Into a contract with
the Smith Construction company for
the construction of cement walks on
Main avenue i portion of the street
having already been supplied witn
walks. Another ordinance empowers
the mayor to appoint an assistant city
engineer, an official greatly needed
during the amount of work now being
done.
The street committee reported that
the trees In the Peare sidewalk line
was still standing pending final action
by the civil courts as the result of a
temporary restraining order granted.
The matter of attending to the flume
crossing Xorth Second and Island
streets was left to the street commit
tee with power to act.
Big Pipe Now Solid.
Water Superintendent L. M. Hoy'
reported that too had a full pressure
on the Second street 18-inch water
main and with the exception of a few
minor leaks, the pipe Is now strong
and useful. The work of tearing out
the pli) and re-laying it was done un
der direction of the water superintend
ent who was handicapped by the fact
that the pipe had been Incorrectly laid
In the first place.

SPOKANE MAN HOLDS NO CASE

Rabies Creates Fear Often.
Spokane, Wash.j July 5. Eighteen
years' study of domestic animals has
convinced J. E. Rudersdorf, manager
of the Spokane Humane society, that
the so-called mad dog cases, reported
every summer In various parts of the
United States and Canada, are nothing
more than instances of poisoning, in
digestion, stomach troubles and of
mange. He declares here has never
been an authenticated case of rabies
west of the Mississippi river, saying
also that scientific analyslr of every
reported case In other parts of the
country has developed the fact that
the affliction generally is poisoning.
Indigestion or some other ailment, but
never rabies. 'There has never been
a case of rabies in the. western coun
try," he asserf.'.d ''and I am prepared
to prove this statement." Mr. Ruders
dorf says the mad dog scare Is sprung
