Mr. Fawcett, deemed to be the best authority on baseball- dom on the coast, took considerable time In preparing the decision and in no instance does he allow room for an appeal, i "There is no appeal from the decision of the umpire on balls and strikes," he writes, "and - the scoring of the second La Grande man was due to a pure matter of negligence on the part of the Elgin team." ' It will be remembered that at the time the play came up the bases were full and with Kalt't bat, thr,ee and two on him, Chllders, who was on third, started for home as the last ball was delivered, and the umpire called it a ball which would force Chllders to score and give Kail a base on balls.
