A grand finale of the year's work
carried out by the Young Men and
Young Woman's Mutual Improvement
association of the Latter Day Saints'
church, will be commenced tomorrow
and last "until Sunday evening.
The banner event; tomorrow - will
come In the evening when a big com
petitive oratorical-and story telling
contest will take place and to which
the public Is cordially Invited. '
Young men representing the wards
at Baker, Union, Cove, Imbler and Ls
Grande, one' from each ward will be
allowed eight minutes In which to ren
der orations and the Judges will be
County Superintendent E. E. Bragg,
City Superintendent J. D. Stout and A
S. Geddes. The story telling contest
will be participated in by young la
dles from the wards named and they,
too, will have eight minutes each..
A business meeting on Sunday morn
ing, another jneeting in the afternoon ;
to which the public ls invited and V
musical program at night constitute
the Sunday program. The day will
close the year's work and visitors for
this occasion will be numerous.

An ordinance authorizing the mayor
and recorder of La Grande, Oregon, to
enter into a contract with the Smith
Construction company for the lay
ing of cement sidewalks on Washing
ton and Adams avenues In the city of
La Grande, Oregon, in accordance
with the terms of their bid now on
file In the office of the recorder ot the
city of La Grande. ,
The city, of La Grande does ordain
as follows: .
' Section 1. The mayor and recorder
of the city 'of 'La Grande! Oregon, are
hereby authorized to enter into a con
tract for and on behalf of the city of
La Grande, Oregon, with the Smith
Construction company for the laying
of cement sidewalks on Washington
end AdamB avenues In the city of La
Grande, Oregon, in accordance with
their bid therefor now on Ifle with the
recorder of the city, of La Grande, Ore
gon, and accordang to' the plans and j
spociflcatlons for the performance of
said work.
Section 2. The mayor and recorder
are hereby Instructed to except from
the terms of said contract certain
work heretofore performedL for the
property owners on said avenues
whereby the sidewalk along the same
has been completed or in process of
completion. .
Section 3. This ordinance shall be

sage by the council, approval by the
