The city of La Grande does ordain as follows: Plumbing Plans to Be Filed. Section 1. Before the construction, reconstruction, alteration or repair (except as hereinafter provided) of any portion of the plumbing or drain. age system of any building, suitable plans of the work proposed to be dona shall be filed at the office or tne in pector of plumbing, by the architect or by the owner or agent of the prop erty, or by the contracting plumber. Flans, How Drawn. Sec. 2. All plumbing plans and sec tions shall show clearly the location of all soil, waste and vent pipes, fix tures and traps. Plans ol Required in Certain In. stances. Sec. 3. Plans will not berquired in cases of removal of stoppages, re pairs of leaks, and repairs of, or re placing broken fixtures, tanks, kitchen boilers or faucets. One Plan for Several Buildings. . See. 4. - When a number of build ings are situated on adjoining lots on one street and the plumbing is the same in each, and to be done under the same contract, one plan will be sufficient for all the buildings. Every plan shall be accom panied bv a clear written description thereof, or Abstract of the specifica tions on the blanks supplied by the water department for this purpose. Approval of Plans. Bee. 6. Plumbing work shall be tested by the water or five-pound air test In the presence of the Inspector of plumbing. Such test shall Include all sewer, sou waste and vent pipes, the. lead branches and ferrule Joints within the building, weather condi tions or contruction permitting, the choice of test made be madj by the plumber but otherwise the test shall be decided by the Inspector of plumb ing. Final Inspection. .- Sec. 13. When the work Is com peted a final inspection shall be made by the inspector of plumbing; no plumbing work shall be used . until this inspection shall have been made and a certificate In triplicate that the work has been approved has been Issu.d by the inspector of plumbing, one to the master-plumber doing the work, one to be filed with the Record er, i ' Underground Sewers. Sec. 14. The sswer pipes in yards shall be of cast iron or the best qual ity of vitrified clay pipe, with Joints made water tight by oakum, hemp or burlap gaskets and good cement mor tar; clay pipes shall not be laid near er than two fest to any exterior wall of a building, or less than two feet below the surface of the ground nor will they be allowed In bad or made ground. All sewers, soil or waste pipes within the building shall be supported by substantial piers, or properly secured to walls, or sus pended to floor timber by strong iron hangers when sewers are necessar ily laid below the floor man-holes shall be built to give access to all Clean-Outs. ' Time Limit of Plans. Rain Leaders. Sec. 17. Rain water leaders shall never be used as soil, waste or vent pipes; nor shall any soil, waste or vent pipes be used as a leader Sec. 8. When outside the building, if of sheet metal with slip Joints, and if connected with the sewer, it shall be trapped; the trap oeing arranged to prevent freezing. In every case where a leader opsns near a window or light shaft it shall be properly trapped at its base. Size of Waste Pipe. Sec. 20. The size of waste pipes shall be as follows: 1 Those receiv ing the discharge from eight fixtures shall be thrie Inches In diameter; those receiving the discharge, from three to seven fixtures shall be two inches in diameter; and those receiv ing tb; discharge of ltas than three fixtures shall not be less than one and one-half inches in diameter, and no wrought iron pipe shall be used for a waste pipe. . Joints, How Made. Sec. 21. Joints In cast iron pipes shall be made with an oakum gasket and pure lead, well caulked, and no paint, varnish or Dutty will be allowed until the Joint has been tested; Joints In wrought iron pipes shall be screw Joints; Joints in lead pipes shall be be in all cases wiped; Joints between laed and iron pipes ' shall be made by cast or drawn brass screw nipples, or with brass caulking fer rules of the full size of the Iron pipe. Veil Pines. . Sec, 22. Each and every trap shall be ventilated by an air pipe. In cases where the size of the trap is two inch es or less, the. vent pipe shall start not more than four Inches away from the water line of the trap, txcept P traps, which may be ten Inches. In cases of larger size traps the vent pipe shall Slart from the vent horn, and if no horn, from the lead bend. Each horizontal Una of vent pipes over slant teet m length shall be galvanized or cast Iron, or connected to trap, at an angle of 45 degrees. The branch T of vent pipes shall be, set above the fix tuns so that the vent cannot act as a waste pipe. All vent pipes shall be provided with trap screw, which shall be acceslble. No rubber counllnea or soiaer unions shall be used to con nect vent pipes. The highest water closet when . located within eighteen inches of the main soil pipe need not be separately ventilated, when a ven tilated fixtures empties Into the lead bend. ; Size of Vent Pipes. Sec. 23. The size of vent pipes, ex cept for water closets and slop sinks, shall not be less than that of the trap which it serves. A pipe not exceed ing twenty-five feet in length, which ventilates the traps of water closets or slop sinks shall be two inches in diameter; if it ventilates more than four closets or slop sinks it shall be Increased to three inches: if the length of the vent pipe exceeds twenty-five feet the above diameter shall be increased one Inch, and not more than four traps shall be vented Jnto one two-Inch pipe. Vent pipes from not more than eight traps may be combined by branching together, and then carried In to a four inch soil pipe at least two feet above the highest fixture. ' Where Direction of Pfoe Changes. Se. 24. Sec. 27. Trans and hmnrh waste pipes shall be of the following sizes: for pasin and pnntry sinks 1 1-4 inches. Slop sinks at least size of outlet. Kitchen sinks 1 1-2 or 2 Inches. Bath tubs 1 1-2 or 2 Inches. Urinals 1 1-2 or 2 inches. Laundrv tubs 1 1-2 nr nr.ha Water closets 4, inches. Quality and Weight of Pipe. Sec. 28. No waste pipe from a re frigerator or Other reoontArta food is kept shall be connected direct to a sewer, soil or waste pipe; refrig erator wastes shall be of a diameter of not less than one and one-half inches, and so arranged as to be prop erly flushed. Certain Water Closets Prohibited. Sec. 31. Water closets, unless they be properly local vented, shall never b; placed In an unvetllated room or compartment; an exterior window that can be opened will be considered sufficient. Outside Water Closets. Sec. 36. Water cloRets when Wot. ed in out-buildIng,s stabhs, ware- nouses, or buildings which are not heated, shall in all cases be automatic flush tank closets, and efficiently pro tected from frost by placing the trap and valve at least two feet below the Burface of the ground. One trap will be considered sufficient for several fixtures excepting water closUs under the above conditions, when the trap is not over ten feet from the fixture. , ; Cess Pools." Se 37. Steflih Exhaust - Sec. 38. No steam exhaust, blow-off or drip pipe shall connect directly with the sewer, house drain, soil, waste or vent pipe, or with and rain water conductor. Steam shall be dis charged into a blow-off or condens ing tank, the waste or over-flow of which shall be connected with the house sewer outside of the cellar walls; exctpt that range boiler waste pipe may be connected with other waste pipe Inside the building. Special Permits. Sec. 29. License. . Sec. 44. Any person or persons en gaged in the plumbing business within the corporate limits of the city of La Grande, Oregon.-shall pay to ths city treasurer the sum of 120.00 per year. The city treasurer will issue his offi cial receipt for said sum, stating therein the purpose of the payment. Upon presentation of said receipt to the recorder of the city of La Grande, a license shall be issued to said appli cant for th? term ending on January 2nd following the date of the -treasurer's receipt. lAny er8on who shall do plumb ing work Tor more than one week out of any one year in the city of La Grande shall be de med to he en gaged in the plumbing business with in the meaning of this ordinance. Any person or persons who shall he found guilty of violating any section or sections of this ordinance b:fore the recorder of the city of La Grandeshall be fined in a sum not less than Five Dollars ($5.00) or more than Fifty ($50.00) Dollars.
