A recent Salem news special says
that In carrying out the policy an
nounced by the state board that no de
ftciences will be allowed at the state
institutions, Governor West will In
augurate one of the most drastic
moves ever attempted In the state in
connection with the state penitentiary,
and will prevent deficiencies at that
institution by a liberal use of tha
pardoning power.
At present the prison is filled to
overflowing, there bins 475 Inmates
During the last two or three months
there has been an unpreced.nted in
crease which has filled every available
space.

ed to the legislature that 48 new cells
be installed and that a maintenance
appropriation be given the prison, this
being on a basis or 450 prisoners.
The l'.gislature reduced this figure
arbitrarily to $142,000, and as a result
the conditions are such that the ap
propriation will not be sufficient to
cover the needs of the prison.
With these facts confronting him,

edying the conditions that is to keep
the number of prisoners down to a
basis where the $142,000 will provide

d, and that is by frequent and whole
ale pardons, when this is considered
necessity by the executive, and this

Mr. Reavls drew the plans for beau

the court house thai he submitted to
the county court. That body gave
them its instant and entire approval
and ordrred the work to proceed at
once.
The plans call for a handsome slop
ing lawn from the court house to
the four sides of the block. The en
tire block will be Surrounded by an 8
foot cement walk, with 3-foot - lawn
and one-foot cement curb. From the
southwest corner to the northwest
corner a cement walk leads In a
sweeping curve past the main en
trance, and a similarly curved walks
sweeps past the east entrance. A drive
way curves past the south side of the
building. A fountain is placed south
and another north of the court house
and ower beds, trees, etc., help give
the grounds a beautiful appearance,
