At present the prison is filled to overflowing, there bins 475 Inmates During the last two or three months there has been an unpreced.nted in crease which has filled every available space. Ever;- Tier Filled. In his report Superintend, nt James Showprt nn averaa of 41?, th? great est In the history of the stats up to that time. Under the present condi- j tions, which have arisen sines the leg islative session, there are 475, creat ing the necessity of stowing prisoners away In the fourth tier, high above the windows, which collects all of the foul air arising from the tiers under neath. In this fourth tier are a few extra cells that have . never before been used. Funds Not A in pic. Superintendent Janus recommend ed to the legislature that 48 new cells be installed and that a maintenance appropriation be given the prison, this being on a basis or 450 prisoners. The l'.gislature reduced this figure arbitrarily to $142,000, and as a result the conditions are such that the ap propriation will not be sufficient to cover the needs of the prison. With these facts confronting him, Dovprnor West declares that he In-t-iida to make good his declaration that there will be no deflciences. tortious May Be Reined)'. ' He sees only one method for rem edying the conditions that is to keep the number of prisoners down to a basis where the $142,000 will provide -iTty of food, plenty of clothing and pleny of sustenance for inmates at the penitentiary. There is a single way In which this can be accompllsh d, and that is by frequent and whole ale pardons, when this is considered necessity by the executive, and this lan will be followed. koff. 1860 Treaty ceding Savoy and Nice to France signed. 1S62 Count K.
