State Engineer John H. Lewis makes the Roberts tract of 54 acres the strate gic parcel of land, acquisition of which by the state, he appears to think, will justify the Bowerman pur chases. In relation to the Oliver tract, he described It us being largely bottom land, bounded by the Umatilla river on the south and by the bluffs on the north, along which runs the O-W. R. & "N. line This bottom land, he says Is only. a. few' feet above low water mark and subject to overflow In places at high water, but danger from this source can be avoided by build lng a dike. If used as s building site large areas, he says would be available lor lawns, shrub bei y and exercise 'grounds for the pa tients.
