In his bill, as it now stands, he would create aa the First Congrees ional District all the counties lying west of the Cascade mountains with tho exception of Columbia, Clatsop, and Multnomah. As the Second Dis trict hn names Columbia Clatsop and Multnomah and as the third district all of the counties lying east of the Crscade range. . Many of the senators have express ed themselves as favorable to placing Multnomah In a Congressional district by itself. They usa the argument that it would be detrimental to other coun ties to be connected with the metro polis, aa of necessity the representa tive would be compelled , to d'evote practically all of his time and give practically all of his services to Bal ancing the interacts of Multnomah county and consequently would neg lect the smaller counties. Senator Oliver is especially inter ested, however, in securing a single district for Eastern Oregon. The Im mense areas of arid lands . in that section and the necessity for stren uous efforts in Congress to secure for Eastern Oregon appropriations for ir i'gation .and other development pro jects, he cites as arguments in favor ot placing that part or the state m a separate congressional district. V He Is not certain as to the legality of introducing the bill at this time, or whether it is necessary to await the action by congress in relation to the new census and apportionment of rep resentatlves, but Btates y he . intends to investigate this phase of the ques tion and will introduce his bill as soon ps he is .satisfied that he may do so legally and the bill, if passed, "will fctund as valid.
