There shall be the following Standing Committees, who Bhall be appointed by the President at the beginning of each year from the members of the Senate: A Cora mlttee of Public Roads, a Committee on Public Expenditures, and a Com mittee on Taxation; and whenever deemed advisable by the senate, the President shall appoint such , special commltteees 1 for investigation v or other business as may seem proper Each committee shall consist of three persons. ARTICLE IX. The Duties of Committees. Other committees shall Investigate andj report to the Senate upon the questions assigned them. ARTICLE X. '.;-';;,- " Recommendations of Senate. The Senate shall, after having fully in that they, may find, and, make such action toward aiding, assisting and curtailing, any, extravagances or un necessary expenditures of the county that they, may find, and mike Buch recommendations thereon as they shall deem proper, to the, proper au thoritles, the League or the public through the . press. They may em ploy experts for the purpose of in vestlgatlng any matter and pay then out of the funds of the League. A majority of the Senate present shall ; be sufficient for any recommendation, j except In the event that It shall be deemed advisable to recall any pub lic officer, then It shall require three fourths of all present to make such recommendation. ' - y ARTICLE XL By-Laws. The League shall adopt Such by-laws ' at any meeting of the members as shall be deemed neces sary; provided such by-laws shall be adopted at the annual meeting or at a meeting called for that purpose, after ten days notice In the press. . ARTICLE XII. Amendments.
