Yesterday the Observer told some of the features of the Doctor Saddler company which come as one number of the long; program, and to property j describe Governor Folk's ability would: be out of the question. But be Is a thinker ' and speaks well what he thinks. '. Appended are some of- the: things Folk has said in his speeches, demonstrating the capabil ities of his brains. The bill now In congress providing for the issue of $30,000,000 in certificates to raise the funds for completing the projects of the reclamation service that are now being held up for want of money, Is being ' watched with close attention ' by the people of Oregon Washing ton and Idaho, because mufi of the money) if congress censents to raise !t, will jbe spent in these three states. The bill has already passed the senate and Is in the hands of the lower house, which will probab ly act on It within the' month. . During the past two of three years the reclamation service has planned 1 and begun some of the largest Irri gation projects yet undertaken in the Wast. and. almost every rase has been prevented from compMIng tbem by lack of funds. . For example, the Irrigated area of KHckltoi and Yak ima cotmlles in Eastern Washington -will bJ floubled If the projects now under ?way are complete. FlmllnT' ;, conditions .ex 1st, In all of 'rite.
