La Grande is In the position, If permitted, to materially help every section of the county. La Grande has reached that stage in her develop ment that she realizes that no por tion of the county can grow and ex pand but what indirectly, if not di rectly, such developments will add to our commercial benefit Therefore La Grande stands ready to meet every portion of the valley more than half way, but La Grande cannot be ex pected to do it all, neither can Bhe alone, but with the assistance of these communities much more can be ac complish than " under the . present system of each section working alone for its 'own individual selfish Inter ests.. Union county did some very ef fective work at the Spokane Apple Show, that was only made possible " by the combined efforts of Elgin, Union and La Grande. This unity of . Interests can be extended in many directions and is worthy of an attempt. Yesterday the United States land of fice at La Otunde recleved the first final proofs submitted under the new Bystem of securing title to timber land There were five proofs in all and the government appraisements ranged form $627. to $848 for each quarter section. Under the former system the government would only receive $400 for each 160 acres. The appraise' stents were based upon the amount of timber on each tract and evidently the distance to the sawmill as some were valued at $1. per thousand feet and other tracts at 75 cents per thou sand feet of standing timber. Another change compels the applicant to de posit the amount of appraisement at the time of applying to make proof Thus the money is held by the gov ernment during the time of adver tising. This means that there will be so more advertising to make proof to be followed by a non appearance on the part of the applicant. What will be the actual results of these new re quirements remains to be seen, but o far there has been very few timber proofs. The Observer was taken to task to day for commenting unfavorably re garding our public schools. We have no apologies to make. Aroused by charges that have been published that open gambling was being per mitted by the police, Mayor Tweedy announced today that he will call up Jiidge Steele of the district court to summon a grand jury for the pur pose of investigating. Tweedy was elected on' the reform ticket but it is charged that the police commissioner and the police officers openly disre gard his orders.
