On belialf of some of the farmers cf the valley one of the attorneys of this city recently wrote to the State Kail road Commission making Inquiries regarding the work of F. E. W. Gaines In connexion with the recent reduc tion In freight rates. The following re ply was received this morning: Dear Sir: Replying to yours of the 22nd Inst., with reference to the Com missioners order reducing the Oregon Railroad & Navigation Company's grain rates, and in which you ask what hand, If any, P. W. Gaines had In bringing about a reduction, beg to eay that Mr. Gaines h,d no hand In the matter other Un 1 1 lrjurc th-j Interests of the shippers. The commission took this matter wu iim uwu u.oiioii and fully inves tigated the matter by holding hearings at different points of the Mate. All having something material to offer were Invited to give their testimony at these hearings and were permitted to o testify. Ills testimony was simply a rehashing of the reports and figures furnished the public by the commis sion and which were already In evi dence. The Commission being advised that Mr. Gaines had secured the signatures of many farmers to contracts giving him one-half of any reduction the Commission might make, the question of throwing the whole matter over board and beglninng anew, In order to protect the farmers who had been so foolish ns to sign up with Gaines, was given serious consideration. It was deslded, however, to go ahead with the matter and order whatever reductions the findings would warrant leaving the farmers to fight It out with Mr. Gaines. I have been advised by a number of attorneys that If Mr. Gaines ever gets into court with his contracts, they will undoubtedly be held as being against public policy and therefore void. - Hoping that I have given you the desired information and that the far mers of your county will be wise enough not to be worked by Gaines, I am, Yours very truly OSWALD WEST. 1 if Ilhe To Elect Oi'lircrs.
