The executive council of the Women's National Civic Federation met here today and will pas upon a plan for organizing a loan association for the benefit of government employees In Washing ton. ' ' ... The new organization Is designed for the relief of government employ ees, especially women, who have been enriching loan sharks In the District of Columbia. The interest rates will be nominal, ranging from 4 to 6 per cent. The prime movers of the new phi lanthrophy are said to be Mrs. Wlck ersham, wife of the attorney general, who is national chairman of the fed-1 eration, and Miss Anna Morgan and Mrs. J.
