The ordinance becomes effective on June 5, and there are numerous public places, churches especially where changes will have to be made at once. ' The ordinance covers the field thoroughly, and ow ners of public buildings, their people in charge, and the public in general, for that matter, had best peruse the ordinance carefully. ' ,r While certain to give better protec tion to the public in case of Are, the measure will be of no value unless carried out to the letter, and as the officials are determined to see its pur pose realized, buildings should be made to accord with the requirements of this ordinance. - . That is is murder in the first degree to kill one person when the btlllet was aimed at another; Is the verdict of the grand jury In Umatilla county where a charge of murder In the first degree was returned yesterday against Mike Ryan, slayer of M. E. Dixon. The murder was the outcome, a week ago, of a quarral !near Pendleton between Ryan and a neighbor. Ownership of a road led to the trouble.1 Dixon was riding with Ryan when the quarrel started, and then attempted to pa cify both parties. The shot appar ently aimed at the Irate neighbor, took effect in Dixon and he died soon after. :." . . ;' The indictment was a surprise to the general public as well as to the attorneys for the defendant, Winter & Lowell, as it was the general be lief that manslaughter or second de gree, murder would be the extent of the charge. , ; This disposal of this case finished the business before the grand - Jury at this time and the members were al lowed to disband and go to their homes.
