est of the Meadow Brook Irrigation
scheme. Considerably more than 130 -
000 has already been subscribed, and
not a great deal of difficulty Is antici
pated In obtaining the remainder. Es
sentially and primarily the farmers
are the most Interested In the success
of the project, and for Its complete
success It Is necessary that as much
stock as possible be distributed amonj?

for the stock of the Meadow Brook

properly ordained. The bonds are in
the neighborhood of 175.000, and

liver his son to him. Smith was at
the hotel at 3 the next morning. The
Ashtabula police heard Of the plans
and went to the park, where their
presence frightened the kidnapers.

dent of the surgical instrument manu
facturing concern, today offered to
become hostage Jfor Billie Whltla. He
announced he would become a pris
oner of the kidnapers If the boy would
be returned In safety and unharmed
to his parents. He proposed to take
$10,000 In gold and go unarmed to
any spot designated by the kidnapers.
The proposition Is based on the condi
tion of the boys' relatives deposit In
the bank that the amount payable to
Drake when the boy Is returned.
Sharon, Pa., March 22. It Is prac
tically certain that the third letter re
ceived from the Whltla kidnapers to
day was mailed near Sharon. Mem
bers of the state constabulary, dress
ed as plain clothes men, galloped
across the line Into Ohio today. They
made a house to house search for the
boy.
