Whllo no community should apolo gize for giving employment to home people, yet In public masters too often the rule Is to go abroad and secure higher-priced men with no more abili ty than those who are residents. While there has been more or less dis cussion relative to the employment or Civil Engineer Plckler, who offered to do the work much cheaper than Imported engineers which, by reason of his residence here, he could do. The brief history of the facts. showing the action of our council in relation to the matter of contracts, will, no doubt, be of Interest. Last October the council accepted the bid of Neuvcne & Co. for the water bonds, a portion of the cash to be available December the first. At, that time it was the intention to advertise for bids for construction, and In order to do so. It "was necessary to have' complete plans of the work. In order to facili tate matters, there wns a special committee appointed to obtain Infor mation and recommend the employ ment of ftn engineer to make detail plans. Councilman Williamson wns appointed chairman of that commit tee and corresponded with about 10 reliable engineers on the subject and the bids for the work was from- $1, 600 to $2000 for making the detail plans. The fact developed that Ncu- vene & Co. failed to comply with their agreement and did not take the bonds, and the matter of contract for con struction was taken up with the Amer ican Light & Water company, wjilch eliminated the expense of employing an engineer at that time to make the detail plans. The council then in structed the chairman of the commit tee to obtain Information as to the cost of employing an engineer to take com plete supervision of the work, during construction and to mnke all necessary surveys, nuips, detail plans and take supervision as engineer for the full completion of the system. Mr. Wil liamson corresponded with nine prom inent engineers of the Pacific coast, giving them full details of what was required and submitted the bids . of six t the council, that being the num ber of bids received. The bid of L. A. Plckler was to do the complete work for 3 per cent of the cost of construc tion and all other bids were 5, 5Vi nnd 6 per cent of the COt nt orinatrnetlnn These bids were all submitted to the council and Mr. Tickler's bid wns ac cepted, and he gives bonds for the faithful performance of the work. Williamson, Chairman of Cie Water Committee, La Grande, Oregon. Dear Sir: At request I herewith give you In formation concerning the usual charges for engineering and superin tendence of public work. Having spent 30 years In construction work for the government, state, municipalities and corporations. I feel that I am fairly well qualified to say. Never in my life did I know of a competent engineer laying out and taking charge of a piece of work for less than 5 per cent of the cost of the completed project. In making esti mates, from 10 to 12 per cent Is usu ally added to the estimated cost for engineering, superintendence and con tingencies that might arise. At the present time municipalities usually pay 5 per cent, the stated allows 10, and all substantial irrigation projects the government allows 1 2 per celt. While these figures might seem high, yet from experience I find that in no instances the actual cost, with salary added will amount to about 10 per cetil ut st f construction.
