that charges would be filed against

Acting Chic Appointed.
A. D. Cutler, president of the police
.commissioners' board, has been ap
pointed acting chief of police.
It la pointed out that Blggy did not
take his usual escort of two policemen
when he started In the police launch.
He said nobody except Engineer Mur
phy was needed. When he reached
Belvldere. a small summer resort, to
see Commissioner Kell, w ho had been
Blggy'a supporter on the board. Kell

Murphy Is Exonerated.
The commission this morning exon
erated Engineer Murphy from all
blame and released him from surveil
lance. Murphy said on his return Blg
gy said he was cold. He went to the
cabin in the stern while Murphy re
mained at the engine. On ncarlng
the shore Murphy first discovered that I
Blggy was missing.
Discredits Sulfide Story.
Mrs. Blggy, the divorced wife of the
chief, declared today she believed Big
gy's mind had given way under the
strain of work. She said:
"He la too good a Catholic to com
mit suicide. He did , not drink. I
think he was mentally deranged. I
have heard the police boat in which
he waa riding was prone to rocking.
I think it la possible he was thrown
Into the water by the lurching of the
boat. I had not soon him directly
since the altercation I had In Vila of
fice on October 27."

Wichita, Kan.. Dec. 1. The Kansas
Pltv Mfliloo & Orient railroad was
opened for business today between
this city and Sweetwater. Texas, a dis
tance of 433 miles, which Is a consld
erable link in the through line to be
built. At this time the road is graded
from Sweetwater to San Angelo, 73
miles, and 13 of It has been laid with
steel north of San Angelo. and Is In
operation. It is now expected that
tracklaytng will be completed between
San Angelo and Sweetwater and push
ed south from San Angelo to the Mex
ican border.

General Meeting I-ater.
Though assorted before, it can now
bo stated without danger of retraction,
that as soon, as the holidays are over,
the committee will be able to lay their
fingers on a great portion of the re
quired acreage. At that time which
has been roughly fixed at the early
part of January a meeting of all sub
scribers for water will be held in this
city, and many of the details looking
toward final' organization of the sub
scribers into a corporation that will
govern the assocatlon, properly dis
posed of.
As stated before, there have" been
mutterlngs of discontent at the leth
argy displayed by the promoters In so
monumental a proposition, but the
men behind It are not ail mIMionalres
and have personal duties that require
attention. . The season of the year has
been detrimental to prolonged can
vasses. With winter months and their
subsequent "let up" in the business
whirl," thofhen can now devote almost
unlimited time to the project. .'The
Observer Is firm In Its belief - that
Union county will be assured of -the
greatest elixir of wealth and popula
tion will have been clinched within a
month.
All the apples raised by the Lane
county fruitgrowers have been sold
and they have many orders for' more.
