It Is the Intention to'placo one of these copies In the hands of every voter In the city, that he may read for himself what the proposed charter contains. There are not so many changes as one might suppose, the main one being tho clause fixing' the Indebtedness. Under our present charter no limit i provided for and It was upon this con ultion that the last bond Issue wa turned down. The new charter, after legalizing or rather recognizing our $25,000 city hall bonds, our $50,000 water boniU ind our $160,000 bods-to-be for the Heaver creeK project, limits the in debtedness to 10 per cent of our taxa ble property. The above stated amounts total $235,000, and an adill tlonal 10 per cent of our taxable prop erty gives us a margin of a little In excess of $100,000 additional. Another change Is the provision cm powering the council to' refund out UumllnR, warrants payable at stated times drawing not over six per cent Interest. This Is to prevent u decline In the value of warrants. Several vears ago city wcrrants were a low as 65 cents on the dollnr.. The new charter chunges the Urn? of holding city elections from March as now, until the first Monday In De cember. Defendants before the city recordi-r may demand a Jury trial upon depos iting a sufficient sum to pay for cost of the Jury. Another change Is fix lng a limit on the penalties prescribed In ordinances which cannot exceed fine In excess of $300, or Imprison ment for 150 days, or both, and pris oners can be worked on the streets or public buildings.
