British naval of ficers In charge of the torpedo boat maneuvers In the Tyne today are ex cited by the sudden appearance In their midst of a German torpedo boat, the "D-Flve," which Is suspected of having been sent on a spying expedi tion. The German boat was boarded by British officers. It Is expected the matter will be come an International affair. "Jingo" papers are agitated. The maneuvers were executed secretly, as the navy was trying the latest developments of torpedo warfare. A conservative view Is that If Germany wanted to spy she would have adopted other methods, as the torpedo boat was easily seen. The Germans explained that the torpedo boat was disabled and was compelled to put In at Tyne for re pairs. They disclaimed any intention of spying. Claiming that the right of way secured by the O. R. & N. more than two years ago Is now null and void, Hector McDonald fnd Mary Mc Donald forbid' the construction crews to proceed on the right of way through the large ranches owned by these two. This action precipitated prompt and decisive methods by the O. R. A N. and today Circuit Judge Knowles, sitting In chambers. Issued i1 !: an Injunction restraining the McDon alds from Interfering with the con tractors or the advancement of the railroad that will bring values untold to the farmers of that county.; Tlie Grounds for Action. More than two years ago the O. R. & N. secured a right of way through the McDonald ranches and were given a deed for the land. A clause In that agreement stipulates that the road must be built through that right of way within two years. This was not done, and because of this failure or. the part of the O. R. tc N., the land owners will demanu MuJiLlcr.?.! Ht of .way money. The Injunction grant ed today overrules the' objection of the farmers and will allow the con struction work to go on. To offset this Injunction, the de fendants must bring action to have the restraining order set aside. Un til such litigation Is over, the railroad will continue to push on Into the heart of Wallowa county. The Injunction papers were rushed to the front this afternoon and will be served on the McDonalds at once. (. ' Owing to the uncertainty of the dati on which the president of the General Federation of Women's clubs In the United States can come to La Grande the Oregon federation cannot an nounce definitely at this time when the state convention of women's clubs will be held In this city. It will b some time between the first and tenth of November, however. The state board Is now working on the pronrarr whlch will form the convention's work here, and have announced that the general president will be here for sev eral addresses, and that they are hold ing the date open pending the an nouncement of the hljfh official as tc open dates. Included among the ad dresses for the convention Is Mrs. E. C. Moore of this city, who Is one of the vice-presidents of the Oregon fed' cratlon. Her subject is not announc ed. Within a few weeks active step will be taken to work out the enter tainment features which the Neigh borhood club and the Tuesday Musi cal club will necessarily have to as sume. Local club women look for ward for a great convention and tha La Grande will again do itself proud as a convention city, Is foreordained. for the ladles of the city are behind the movement, and anyone conversant with their gift of originality and thrift will admit the statement.
