A Chicago dispatch says that the
general managers of ' the principal
railroads west of Chicago and the
representatives of men engaged in
train service announced today their
agreement as to the application of the
16-hour law. Crews are not to be
tied up unless it Is apparent that the
trip cannot be completed within the
lawful time, and not then until after
the expiration of 14 hours on duty
under federal law or within two hour?
of the time limit provided by state
laws. If state laws govern. Crews tied
up by a less number of hours thar
mentioned above are to be regarded
as tied up under the law, and will be
paid. , .

Immediately upon the expiration of
the minimum legal period off duty ap
pllcable to the crew, provided the
period of rent for any member, eight

point, and when "timed or dead
headed into terminal" will be paid- tlu
same as If the run Is made. Pay is al
