BEAM, La It, but says that the primary object of I the order In question Is to correct two great abuses of the second-class mail ing privileges which have resulted from the carrying of expired subscrip tions for Indefinite periods and from the old 100 per cent samply copy privilege that Is for every copy of the paper sent to a subscriber, the publisher under the old regulations. was allowed to mail a sample copy at the second-class postal rate of one cent per pound. The essential feature of the new regulations, air. Lawshe states, fix a reasonable limit for the carrying of expired subscriptions and reduce the sample copy privileges to 10 per cent of the mailings of publications, in his opinion, will not work any real hard- ships upon legitimate publishers, but on the contrary, will bring many ben eficial results. The postofflce department has re cently completed a thorough weighing of all classes of mall matter ' trans mitted by It, and from these weighings has been able to arrive at a correct estimate of the cost and revenue of each classification of mall. The estimate shows that 67 per cent of all mall carried Is second-class matter, and from this 67 per cent only 4 per cent of the revenues of the en tire postofflce department Is obtained. The estimate shows that for transmit ting first-class mall matter letters and sealed articles the department receives 84 cents per pound. For merchandise it receives 18 cents per pound. For publications not en- I titled to second-class mall privileges,1 it receives 9 cents per pound, and for second-class matter, 1. e., newspapers and other periodical publications, it receives 1 cent per pound. The new regulations, when Issued, provided that they should go Into ef fect on January 1, 1908; later it was decided to postpone the date until April 1, 1908, and on this date the department will put the regulations Into force. Rules Are Reasonable. The rule In reference to the renewal of subscriptions is as follows: "A reasonable time will be allowed publishers to secure renewals of sub scrlpttons, but unless subscriptions are expressly renewed after the term for which they are paid, within the following periods: Dallies, within three months. - Trl-weeklles, within six months. Weeklies, within one year. Semi-monthlies, within six months. Bi-monthlies, within six months. Quarterlies, within six months. They shall not be counted In the le gitimate list of subscribers, and copies mailed on account thereof shall not be accepted for mailing at the secon--! class postage rate or one cent for each four ounces or fraction thereof, pre paid by stamps affixed. The right of a publisher to extend credit for sub scriptions to his publication Is not de nied or questioned, but his compliance or non-compliance with the regulation With Pleasure For every meal you eat here. It is es timated that between 65,000,000 and 70,000,000 salmon eggs have been ta ken and nurtured by the various fish hatcheries of the state of Washington rinrinr tho fiscal "year ending today. Of the different species of salmon cul tivated, the silver, spring and chlnook varieties largely predominate, although several millions of humpbacks, steel- heads and dog salmon have been hatched and turned loose. Over 2,- 000,000 trout eggs have also been ta ken. The salmon catch in Washing ton this year will be small, but a great pack Is expected next year. Bryan Entertains Editors. Lincoln, Neb., March 31. After an extensive tour,. during which he spoke In many cities in the south and cen tral west. William J. Bryan returns to Lincoln today and this evening will entertain the democratic and populist editors of the state at a banquet at the Llndell hotel. 1 Newspaper men from several cities are here and the dinner promises to be a real love feast. Later this week Mr. Bryan will leave on an other tour, visiting various points In Nebraska, Ioka, Kansas and Colorado, Resume Construction Work.
