It requires a few year to educate the people to the fact that they are solely responsible for the men who are nonlnat?rt. Un der the Bystem In voguo for years, prior to the present system, the mat ter of the nominees was left Uigely to the leaders who controlled the con ventions and the Individual votun had little if anything to say. It Is differ ent now. The responsibility now rests solely -with the Individual voter and he Is responsible and must be de pended upon to name the tickets, and to do this he must not only regli;er, but. must Inform himself as to the qualifications of the y various c-indi-dates, so the-ballot In tho nominating election can be Intelligently cast. In view of the fact that during the past 10 days a sufficient amount of water has rushed through the Grande Ronde river to irrigate the entire val ley, we cannot refrain from wishing that the energy that Is now being expended In a law suit to determine the priority of water rights could not be directed toward a storage of these waste waters, whereby there would be more than enough for all. How ever, a judicial decree which ever way It goes, will doubtless bring efforts later on that will lead to the storage of these waters. Iligson aa the I learnt Candidate. -New York, March 23.
