K. Hall read hla message. It If not a lengthy communications, but bristles with pointed truths and a limited amount of requisite legislation. It follows, with the full personnel of liie uevt t.umii.litCi.5: . Gentlemen of the City Council: One of the most wholesome doc trines of democratic government if that a public office Is a public trust and not an ownership. In this connection I conceive it to be the duty of those in whom sucl public trust is placed, to perform fo the public, whom they represent, a! efficient service as they would In theli own Interest under like circumstances The public In the recent election Ir this city had In issue and has pro nounced in favor of economical meth ods and greater care in the expend! ture of the public money in munlclpa government. In my opinion public economy does not mean foolish penur lousness, but It does mean that we should live within our Income, spend the revenues In a careful manner and where they will produce the greatt-si benefits for the greatest number. It Is not my policy to make promises tfc;t; can never be fulfilled, advocate prop ositions that are visionary, nor, on the other hand, to assume a position thai would be indicative of weakness and Incompetency In the face of official duty and tend to retard the legitimate growth of the city or menace its prog ress, but I can and do promise to do as much In the position with which the public has seen fit to honor me a? my ability and the conditions will per mit. I wish to call your attention to a few measures, the carrying out of which appears to me absolutely essential tn the city's welfare. 1.. Retrenchment . In expenditure where permissible. 2. A new water supply. t. An efficient sewer system. This has been hoped for for years, but we appear to get no nearer to Its consum mation. The principal reason In my opinion is that each time It Is consid ered the aggregate cost seems to ren der it an Impossibility. Why cannot the system be begun, partially obtained this year, and extended each year hereafter until It is complete and all are benefited? A feasible plan In mv opinion would be to have Biirveys made, plans draughted for the whole system and steps taken toward obtain ing a main this year, and the exten sions projected each year hereafter by our successors, so that In a few years a complete sewer system would be a reality. 4. Retter streets. Depot street and Adams avenue especially the two thoroughfares most In use Fhnuld be Improved In the business district at least. In conformity with the cement sidewalks and crossings, either by paving or crushed rock top dressing. This should be a possibility of this administration without a public, tax or depreciation of the expected reve nue. With these observations, and a re iteration of the promise to do all that lie in my power to render as efficient service as the chief officer as possible with my time and ability. I ask your earnest consideration and that Indus trlotis co-operation, hoping that the same will be greeted with th appro bation of those whom we serve. As the council Is now organised, I submit my commute appointment a follows: Water Williamson, Bolton, Bay, Streets Monroe. Krelger, Curtis, Andrews, Finance Meyers, Bay, Curtla. Ways and Mean Bolton, William son, Krelger. Police Andrews, Curtla, Monroe. Judiciary Bay, Meyers, Bolton. In choosing the committee I have followed the plan of placing the senior member at the heads, believing that experience, when properly used, qual ifies a man for better service, and have tried to so apportion the work among all, that to each falls the part for the performance of which, in my opinion, he Is best fitted.
