Jt SECRETARY Of MAUN Recommends the Repeal of the Timber Decreaslng--lasfca Population Stationary Mineral Output Increasing James A..Cnr;ield, aecretary of the Interior, depa".ni--nt, filed his annual report for the fiscal year ending June 30, 1907, with the president to day, consisting of a 64-page pamphlet from which we take the following ex tracts: General Dlwiuwlon. During the fiscal year ended June 30, 1907, there were dinposed of 29, 997.5SR.5S acres, an Increase of 1, 506,379.11 acres over the preceding year. Entries of all classes made last year numbered 209, 842, an Increase of 13.25 per cent over hte preceding year. Total cash receipts from the dis posal of lands during the last fiscal year were 19,547,273.51. Receipts from other sources were J2.005.904 49, making a total of til, 553, 178, or an Increase of 52.3 per cent over the receipts of the preceding year. The total expense of the district land of fices for salaries, commissions, Inci dental expenses and cost of deposit ing moneys during the last year was 3810,856.96, an Increase of $30,439. 1. The aggregate expenditures and esti mated liabilities of the public hind service were 32,295,004.70, leaving a net balance of $9,258,173.30 In the treasury. Fifty-seven additional national forests, embracing 43,838,647 acres, were created during the year and one haa been abolished. There are 159 national forests, embracing 150.832, 665 acres. Of the lands temporarily withdrawn under the forestry act, 12,334.9"4 acres have been restored to entry dur ing the last year. There were surveyed during the year 7.156,910 acres. 216,975 being In Oregon. Timber and (Stone. The timber and stone act should be repealed. Under this act many frauds have been perpetrated. This act has been one of the most harmful of the public land statutes. Under It mil lions of acres of timber land have been fraudulently acquired and the monopoly of the timber supplies of the public Innd states made possible. The purpose of the act may have been good, but its effects have been vicious. Pensions. During the entire year ended June 30, 1907, the total number of pen sioners on the roll was 1,017,005. At the close of the year there were on the roll 967,371 pensioners 679.937 soldiers and sailors, 286,892 widows and dependents, and 542 army nurses This was the smallest number of pen sioners since 1893. The "high-water' mark In the history of the bureau was reached on January. 31, 1905, at which date 1.004.196 pensioners were enrolled. The gains to the loll dur ing the year were 29.904 new pen sinners and 1130 restorations and re newals, a total og 31,304: of this nnm ber 1S1 wvre pensioned by special acts of congress. The losses to the roll during the same time were 45,768 hy death and 3S66 from other causes, a total of 49,634. Ala-ska. The population of Alaska has not materially increased during the year. It Is estimated that there are 31.000 permanent white residents, besides about 7000 who are employed In the mines, canneries and railroad camps during the summer and leave at the close of the season. There has been a considerable In crease of the commerce between Alas ka and the United States. The In crease In the output of gold was more than 50 per cent; the output of cop per Increased 54 per cent; and the amount of salmon canned waa 30 per cent more than the product of 190. rnit4vtlon of Public Lands. There haa been no abatement In the efforts of the department to prevent the Illegal entry or misuse of public and Stone Act-Pension list lands. There have been collected for tlm ber trespasses without suit $80,917. 53 and there have been recovered through suits against trespasser $203,552.68. One hundred and thirty-six cases of unlawful inclosure, In volving 842,720 acres, have been re ported. In 94 of these cases, involv ing 2")6,91S acres, the Inclosures hav bren removed. In the other cases the fences are being removed or action if pending in the courts to compel re moval. QUICK INSURANCE RETURNS. L. Oldenburg Receive Irnft of 83000 for Horned Dwelling. Although the Dickson, residence north of the river was burned but a week ago, the Insurance loss has been adjusted already and today the pro prietor, L. Oldenburg of La Grande, received a draft for $3000 the full amount of the insurance carried on the house. . The Insurnace was carried In the Phoenix company of Hartford, rep resented by Col. J. M. Bentley, of thlj city and Harvey Wells, a traveling adjuster for that company, made the settlement. Mr. Wells was delayed with another Important matter at Grant's Pass or would have made the adjustment several days ago. Mr. Oldenburg is well pleased with the manner and brief time In which the adjustment and payment have been made. Pendleton East- Oregon Ian. Roads Arc Optimistic. The smile is beginning to return to the faces of the local railroad men. says the Salt Lake Telegram, and they now believe that the worst of the financial trouble Is over. The passenger department of all the sys tems was the first to be affected by the money stringency. People who had contemplated trips either gave them up or postponed them as soon as the trouble started. It speaks volumes tor the confidence of the people of Utah for the future when it Is known that while on nearly every great railroad system In the country passenger trains have been taken off on account of lack of busi ness, not a single train has been ta ken off any of the roads operating in that state. Now comes the Information that passenger traffic Is Increasing dally, both In Utah and to the west. Hence the amlle on the face of the local railroad men. The Increase In pas senger traffic to the west has been so great In the last few days that ex tra cars had to be attached to nearly every train. NOTICE OF IT N Ah SETTLEMENT.
