It was put up nearly 10 years ago under the old and inade quate building code, and was built about as cheaply at the law allowed. Itu construction, the engineers find. was not the tame as that of the really fireproof skyscraper. Though . m principal materials, steel, Iron, brick and hollow tile, are the components of a strictly fireproof buildinit, they were not here assem bled in on intelligent manner, girders were not protected by proofing; as a result, they were warped by the heat and gave way. The stairways and shafts were open throujfhout the building. The win dows bemij unprotected by wire glass. the fire spread from story to story as easily by the outside of th i uild ina as internally. Primarily built for an office struc ture, the Parker building had been c! y "ntiiifnciiirlnor nlant. Machines, printing presses, and all sorts of Inflammable supplies clogged every floor. When this extra-hazardous building started to burn, the pressure was not sufficient to tend water above the sixth story. Editor La Grande Observer: Dear Sir: I want to ask through vnur valuable naner. how many miles of rock road was built last year, and how much per mile did it cost, and is It a fact as reported, that the M. A M. Co. of Island City, offered to sell the county board a rock crusher and road roller for $1300 less than they paid for the one they bought, and If so, why? How Is It, that the county court takes one-half of the road funds for building and repairing bridges, and then kept $150 out of the funds of road district No. 24 to pay for putting a few props uncer the Harris bridge last summer? How Is It that the county court can appoint themselves to an office and draw two salaries? Judge Henry taid if ho was elected county Judge of Tnejt.nlon county, he would furnish the tire' I taxpayers a monthly statement of every dollar spent and where it was spent and for what purposes. He would give the amount of road funds belonging to each road district, and the contract price of every bridge built or repaired. Has he done so? If not, why? HENRY CHAMBERS. By many of the engineers the fact that the fire did not become a conflagration Is consid ered more remarkable than that the building was destroyed. If It had been of the old, wholly non-fireproof type, the flames would probably have de voured many blocks. though none of the largest build ings are constructed in this unscien tific manner, unquestionably there are a great many In New York no better than the Parker building. This fire has its effective lessons, one of which Is that every particle of the steel work or structural parts of reinforced concrete, should be protected with hollow tile, as both steel and con-; crete, though incombustible, are great ly damaged by heat. The title, "Big-Hearted Jim" gives the keynote and the fine, though rough personality of Jim Saxon, the sheriff of Medicine Lodge, Mont., Is a fitting central figure for such a story.
