The only system at present is to charge all tbf, commodity 'will stand. Why. the con sumers have made no protest from the evils of such a system is difficult 'to ex am, when the American people are re newed for their ability, to register a kick. Few people realize the difference in rates on different clasiflcatlons, to illustrate; av,eral years ago the 0. R. as N. made a rata on grain from Grande Ronde valley. toPortlandof $4.50 per ton. , . J That rate has prevailed for a sufficient ength of time, to furnish a precedent, . or premise upon which may reasonable .be supposed, that the rat provides a leget- imate proSt or the rate would not have bead permitted to continue as it has, to wit $90 par car of 20 tons. If that rate pro vides a legitimate profit, what justification can be pleaded for a rate on a car load of sugar from Portland to La Grande of $256 Think of it- ie thaie any reason- why the rate on sugar is over three tims as much as wheat, weight for weight and distance fot disUnce. We could have nicked other articles that would have made a still greater difference, but both wheat and aijar and staples and enjoy the lowest rates in their respective classifications. I . . .i . . ,. nay is iiniinr com moony mat enjoys aerate of only $5, from this valley to Portland, $100'for20 tons. Either the company is loosing money the rates which have prevailed 1o years on hay and grain or they are en tirely too hjgh on sugar and the hund reds of other articles whioh takes a higher rate than eugar Those who have investigated know full well that there is no system of establishing rates on any of the roads in America, with reference to the actual cost of handling a ton of freight per mile.'-" ' - ' On a mileage basis, many new changes woujd be brot about Citiee would be built Where such a thing is not now considered in railroad rates, and become acquainted with the' various rates, simply be cause the commodity wll stand.' it there will be such an agitation that it will result in one or the other of two things, railroad will base their rates upon the cost of carriage or the people will demand that government will take over, the roads as in Germany, Japan and other countries This kind of weather grieves the man who has made a careful study of irriga tion thru the storage of waste waters. This ia an awful waste. WISE COUNSEL fROM THE SOUTH 'I want to give some valuable advice to those who suffer with lame back and kidney trouble," says J. R. Blankenship of Beck, Tenn. "I have proved to an abso lute certainty that Electric Bitters will positively cure this distressing condition. The first bottle gave me great relief and after taking a few more bottles, I was completely cured; so completely that it beoomes a pleasure to recommend this great remedy."
