MAYOR'S STATEMENT
The gas franchise ordinance was dead
six days before it was submitted to the
mayor lor his approval or otherwise. It
was dated toao into effect tha swth nf
January 1 907. It was not sicned or tmh-

void without the Mayor's atn F if
the Mayor had approved and signed the
ordinance or had allowed it to go by de
fault, it would still have bean void hiuu
it could not have its date changed before

effect, and it must be published or it can
not go into effect The only way that it
couiq oe done under the e reumitinui
was to veto the ordinance, so its date
could be changed and allow the council to
put tne ordinance on final - passage again.
