NOYES JOHN HALL NOYES & HALL We understand that :he board of man agers of the Commercial Club, to whom the city council referred the proposed new charter for their consideration, dollars am.ually. In a city the size of La Grande, which covers such a large territory, there, will of necessity be more or less defective walks and If the v.iy is epen .v. ,crCt.y c.'cry one may collect damages for a fancied or real injury, '.his city will probably have one or more damaee cases before the supreme court all of the time. It costs money to defend such cases in case the damages are not proved, or if proved are small. The amounts sued for are gener ally largely in excess of what they ex pect to receive. There are two sides to this question but in our opinion the in terest of the general public can be prop erly protected by requiring certain officers to give sufficient bonds for the faithful performance of their duties and make them responsible and not the city which is only responsible for the acts of such officers. - The council spent over an hour in dis cussing this provision and in view of our past history wherein it was demonstrated that this section of our charter had saved the city so many law suits, they decided to leave it as it is and we are of the opinion that the charter should not be changed in this respect.
