It was definitely announced here today that the fleet to make a tour of the world would be under command of Vice Admiral Shichiro Kalao ka, tnougn a comparatively young man was commander of the third squadron of Togos fleet and tcok part in the principal naval engagements of the war with Rus sia including the battle of Tsu Shima straits. His squadron was long oi block ade duty off Port Arthur. The Admiral, who received his naval education in Eng land, is a world wide traveler. Ky , Nov. 27 The state Commissioner of Agriculture figures that the crop of the Black Patch of this year will he 20 per cent short of the 1905 crop which amounted to 633,000.000 pounds. Tobacco is scarce and ought to sell for a good price. The Commissioner in his report published today states that Japan has turned her attention to the tobacco of this country and comes in as a new consumer having bought nearly all of North Carolina's season's crop.
