Oregon at the jclose of business October 12, 1900 COMMUNICATION When small boys play marbles or mum He peg and grownup boys engage in the serious games of life there generally accepted a set of rules to play by. Journalism, or that part of it wherein questions of public pilwy are discussed, should be on the same intellectual plan and governed by the same rule as the parliaments and forums of the world. Now what are the principles and rules of debate? 1st The contestants agree to the question. 2nd They join the issue and one advoc ate the affirmative, the other the neg ative. 3rd They must d:scuss nothing but the question under consideration. 4th They must answer each others argument, either one failing to do so he it beaten according to the rules of the game. Mr. Eckley ra sed the issue on question as tO' the legality, farness or a good policy of the city council creating daily official paper. - Mr. Eckley took the affirmative I the negative. ' . He divided his affirmation into four counts. 1st Illegal and unjust manner of cre ating official paper. 2d Graft as a result the first month. 3rd Charges of gag rule and midnight resolutions. 4th The Mayor's negligence in not living up to his pretentions. 1 answered the first proposition and proved beyond doubt that the council's act was not only legal but it was the only policy to be pursued to save the city its liens and collect money for improvements. On the second proposition I proved that Kill a nSrart re,H n .-,.,,., the city official paper 'was the charges for publishing a lien notice, $13.80 which was collected as a part of the tax, and didn't cost tne city anythinc, as to his allegation of gag rule and midnight res olution that was fully disproved by the record, and last, as to the Mayor's necr- lect I think it was fully proven that the powers and duties of all city officers are strictly a creation of law. and none of them can exercise arbitrary power. Mr. Eckley never attempted to answer any of my argument nor to disprove any of my explanations, but. rather chose to break all the rules of debate, that is-he engaged in personality?, he did not dis cuss the question nor did he answer the argument. 1 stated at the outset that these news paper controversies only resulted in an exchange of personalities by the contest ants with no benefit to the reading puMic, lne reason why this is so. is because nearly every instance someBodv has personal grievance to ar and the rules of aeoate don t cut any figure.
