SPECIAL EDITION Editor George Currey, of La' Grande was In the city Tuesday, in the interests of a special edition of the Observer," soon to be issued. He was accompanied by Mr. Lyons, who Is aiding in compiling matter fot the special issue. It is thought that the edition will be out jn about two weeks, and will doubtless contain much natter of interest conceining the Grande Ronde Valley and its boundless resources Republican. TO TEACH THE DEAF TO SPEAK (Scrlppa Newe Association) Pittsburg, Pa., Aug. 25 Educators interejted in bettering the teaching and condition of the deaf and dumb are as sembled here from all parts of the coun try, to attend the seventh annaal summer meeting of the American Association to Promote the teaching o' Speech to the Leaf, which opened today at Edgewood Park. At the opening session, Represen tative John Dalzell, of Pittsburg; Presi dent John B. Jackson and superintendent Dr, vvjlljam N. Burt, of the institution for the Deaf of this state, delivered addresses of welcome. Nearly three hundred dele gated from all parts of the United Statss are in attendance. Daily sessions will be held after today in the buildings of the Western Pennsylvania Institution for the Deaf until the end of the month. Among hose who will deliver addresses and read important papers before the meet ings will be Dr. A. D. E. Crouter, of Philadelphia, Dr. Alexander Graham Bell, of Washington, D. C, Edmund Lyon of Rochester, N. Y., J. Fearon, of Halifax. N. S., Frank Driggs, of Ogden Ttah. E. McKay Goodwin, of Morgan town, N. C, J. W. Blatlner, of Austin, Tex1, and R. O. Johnson, of Indianapolis, lud. Dr. Crouler, who is president of the association, is superintendent of the Penn sylvania Institution for the Deaf and Dumb at Mt. Airy. Philadelphia. Dr. Bell founded the association, in 1890. and has endowed it with gifts, amounting to $100,000. The M'- Airy institution will play a prominent part in the proceedings THE ERUIT INSPECTOR P. H. Abraham White, who is said to have made $2,000,000 last week plcnging on the long side of the Harriman stocks and with part of his winnings bought the late John A. McCall's estate at West EnJ. Long Branch, made another coup yesterday and Immediately went up town with his wife to spend his winnings. On Monday, White went to the office o his brokers. : "Mrs. White needs about $5000 shop ping money," he said, "and there is no reason why I should not get it out of Wall Street n , Great Northern preferred came out on the ticker at 305. The War Department is preparing to build near this city, on Brightwood Road, .', within the District limits, a large army general hospitial. which will be the best equipped institution of its kind in the world. For months the army surgeons have been engaged in looking up ; literature on the subject and inspecting ' hospitals in all parts of the country. They also obtained much information from abroad. The best ideas which prevail anywhere will be used in the new hospital, which will cost a little less than $500,000. To this institution army officers and enlisted men from all parts of the country and the Philippines will be sent when they are in need of special treatment. There is a general hospital now at Washington barracks, but it is not up to date and is not large to meet all the demands on it The ebuiqment of the hospital will in clude a large number of appliances and apparatus of the most modern pattern which, as a is only found in some of the best equipped special hosp'tals in this country and Europe. SEPTIC TANK WRECKED The septic tank of the city sewer sys em caved in some time during Monday night, caused by faulty construction and poor foundation, The east side wall fell out and the roof of the east end fell in, demolishing the plant to a considerable extent. The mayor and sewer committee have purchased a carload of cement and are in telephonic connection with a cement man and an effort will be made to repair the tank immediately. The tank cost about $25C0 and cracked before it was com pleted and has been a source of appre hensiveness ever since Ashland Record.
