R. & N. will em ploy only Japanese. a reeks and Italians to do the labor on the branch extantion from Elgin to Josph. The officials are adopting this plan for the reason that it is estimated that 6000 white laborers have secured transportation from their various homes to the scene of construction and when they get there they suddenly disappear and the company is still with out laborers. Over half of the laborers who have secured passes from Spoicane and other Northern ooinu hive dronoed off at Walla Walla. Pendleton and this city. When they arrived here they spend their time in the saloon vicinity and talk of going to work for the farmers, but wnen approached by a farmer who is in need of help they almost invariably refuse.
