No attempt has been mad to revise the ordinance and non 1 apt to be made unless the council employ ex perts to do the work properly. If the objection I have stated against the -ld charter are well founded t will be wast of time and money to pub lish this old charter but the matter should be deferred until' the new charter is en acted by a vote of the people. 1 will briefly enumerate the essential features that the new charter should contain that are not already in the pres ent charter.' The corporate powers, the boundaries of wards, the council representation, the city limits, the vested power and authoi ity. and the titles and number of city officers to remain about the same. The terms of all officer to be two years, whether elected or appointed, unless re moved from office for cause. The officers to be elected are the mayor and treasurer and members of the council, all other officer to be appointed by the mayor and confirmed by council, the may or to have the power of removal for cause. The qualifications for office and voters h m as now. Election laws the same. t, The mayor to appoint all committee. The power to improve street and build sewers to be made more extensive so that work may be commenced without so much delay. With the conflicting section corrected, the obsolete part cutout, the repetition removed and the omissions added that have been in this letter enumerated, and with the powers of the council embodied undergone heading, and with the changes suggested as to term of office and the appointment and removal of officers, the balance of the new charter to be about the same as the old. The legislative and executive branches of the city government should be separ ated'asmuch as possible.' One should make the laws and the other execute them The mayor should be what the present charter says, viz: The chief executive of the municipal corporation and he must ex ercise a careful supervision over it gen eral affairs and subordinate officer. With a chief who ha authority a laid down in Dillon' book, you can get an ad ministration that will produce results. The term under the new charter should commence the first of the year. The mayor and council in future terms should have a small salary like they have in Baker City and other places. In our next installment will take up the water question and if possible I would like to see these two propositions the new charter and the system of water works got in shape to be voted on by the people some time this fall before snow flies. My term of office will soon expire and 1 will not be long at the head of the city government so I would like very much to see something doing before 1 am down and out. An accident occurred last week in this city that illustrate the love and kindness that exists in the ordinary child nature for its playmates and pets. One day late last week. "Dot" Baker. thre-yer-old daughter of Mr. and Mr. Frank Baker, wis sitting in a second tory window, holding a cat in her lap. The screen suddenly gave way and the ecreen. cat and child went crashing to the ground a story below. In an instant she was on her feet and looking for kitty. The cat's absence caused a quiver on the little one's lips and with a little sob asked. "Is kitty hurt?" After being as sured that it was not she soon assumed her usual mien and toddled off to the house uninjuied and happy.
