Minning publications of ths We3t wiich have struggled with the postal depart ment for second-class mail privileges, and butted against the stone wall of a depart ment conclusion which would not be altered, ' will sympathize with the effort being made to have established the riglt of appeal from post office department officials to the courts on such questions as the fraud order, classic'als, etc. For a period the officials of the department held to the ruling that a mining piper publishing the boosting reports usual or the average mining camp, forfeited its right to second class privileges, unless its mining news embraced more than one district. This ruling was adhered to after the officials were shown that some of the papers cov ering several districts had more of the "hot air' news than those confining their optimism to a single district. But because tnere had been a ruling, it had to stand, In regart to fraud orders, there las been little complaint, save from vict ms who had attached to operations a strong shade of suspicion. Issuance of a fraud order is a great power, but one that seems not to have beon abused in such manner as to enlist public interest. Applications for the classification and listing of lands chiefly valuable for agri culture within forest reserves will be re ceived by tha Forester, Washington, D. C. from this date. The forest preference right to enter lands listed under this Act, will be given to persons who have settled upon lands prior to January 1. 1906, and the second priference right will be given to persons who apply to have the classi fication made, but this latter class should not apply for the classification of a tract occupied by a settler before that date; otherwise; they might lose their preference rght.
