D- H A I S T E N, """" "6I TO THE VOTING PUBLIC Th article in yesterday' Observer, re flecting on J. R. Oliver by th cowardly method of indirection and innuendo, calls for a short reply, but Mr. Oliver is in th north and of th county and will not be back before Saturday and probably ha not seen th article referred to. This makes it necessary for ms to reply. Th tiuwl III uumwii in u uuel w uicju- die and is intended to give th voter a false idea about Mr. Olivar.who is a candidate for County Judge. I was sur prised to sea such a thing in th sam ssus of a paper which contained an editorial on th filthy habit of a muck raker. I In business, I hav always found Mr. Henry a gentleman ' and it ' is hard to believe that he would stoop to such msthods a these .vi th v of th taction and too late to get a reply in any other paper except th Daily Observer, which has kindly consented to publish this. I was County Clsrk from 1890 to 1894 under the old fee system, during which time th county paid me for all services rendered according to a sche dule of fees fixed by th Legislature. The county paid no other parson connected with th Clark' offlc a cant and I paid of my fees for all deputies and clerical work in th offic, and I never have heard from any sourcs any complaint that th work was not wall done, nor any suspic ion that any illegal fees were charged. 1 do not now know how much these fee aggregated and would not attempt to guess, lest I be a wide of th mark a th article in yesterday's paper, but it would be a far from th truth to say that th aggregate fees war pro fit as it would be to say that Mr. Henry's magniflcient business in th La Grand is worth $76,000 or $80,000 a year be cause he takes in that much money on the year' business. His expenses must b paid. J. R. Oliver was elected County Clerk in 1894 and served four years, and at that time th offlc was on the same sal ary that it is now, $1800.00 a year, and the County paid separately the deputies and clerical work in the offic. The county paid no fees and Mrs. J. R. Oliver was never on the payroll in her life, neither was Charlie Oliver ever a deputy. But why reply to all this "rot" which has no possible bearing upon the issue in this campaign and is appropiate only to th knight of th muck-rake who furnished the stuff. N The article referred to says, "Now Jack does not really care so much for the office, which only pays $1200.00 per year, as for the opportunity to get his abstract office in the court house " In no event could he have an abstract office in the court, house because the business is down town and why should he care less for the $1200.00 a year than Mr. Henry Mr. Henry could not move his undertak ing business into the court house, and it is just as absurd to suppose that the abstract business could be moved there. But the paid for article finds the best "mare's nest" in the insinuation that the the shrewd and cunning people of Union are striving to buy the old court house at a low price so that they can turn it over free to the proposed new County. Now isn't that a corker! Any school boy knows that if a new County were set off out of a part of the territory of Union County all public prop erty within the limits of the new county will belong to t iatby virtm of theiaw and wnnout any purchase being made, and does the author -f the muck-rate article suppose for a moment that the people of Union are so silly, so wanting in business sense, that they would devise some shrewd scheme to purchise some thing which they would get without price by virtue of the act creating a new county? Even a wellfaring man. though a County Judge should know more than ha. The solid, unvarnished truth is that all tha property J. R. Oliver owns is invesvd in his abstracts wh ch have c.-'St h n about SI 0.000. cn whic.i he owes some S5.OOJ.00 The value of this lr. i crty d ponds up n th amm,t f business he tun do. Henry was mayor of the city of La Grande from March, i'J02r to March 1903. During that year the record st"ws that three regular meetiuir of the council were held at which business was tra' Eacted. Two adjourned me ings were held and all th res,, of the busi ness for the yeir wan done at special meeting called by the mayor for a srerial purpose, at whi.-h no bnsineet coull be transacted except that for which the meeting wa called. It was currently reported at that time that no meeting of the council could be held exce t when Mi. Scriber wanted a meet ing, and that whenever Mr. Scriber did not want a meeting, no qnoru n was present It wa a sour.e of freqwiit remark that Mr Scriber was managing the mayor and the city gove-nment, aud that no measure could go through ti e council which did not have hi ap proval. A to whether Mr Scriber was managing the affair pro bono publico or pbo bono Scriber, the public undoubt edly ha its opinion. When B. K. Wi son was county fudge, Mr. Scriber had a i ropwition before the county court to refund the indebitdneg of Union i ounty by calling in and can celling all outstanding county warrants and ia-uing new warrants, cov-ji in- prim i pal and in teres , with coupons attached providii g for the pavniento' the interest annually out of a special tax lo be levied for that purpose hv the county conrt.
