This Is the opinion of City Attorney McNara, who b ases his conten tion on section 72, division 48, of the city charter, reads: "No provis:on of the law concerning the sale or disposition of any spirituous, vin ous fermented or malt liquors in Multn omah county shall apply to the sale or disposition of the same in the olty of Portland." ; This clause In the city charter is said to take precedence over the state law which is applicable to all the counties of the state, because the charter was passed by the Legislature after the Sunday closing of saloons went into effect, and also be cause a special law, such as the charter affecting any particular district, is para mount over e general state law. City Attorney McNary said yestirday that there could be no question about the meaning of the clause, and that the state Sunday-closing law could not be enforced in this city by county or state officials. He was of the opinion that this clause had been inserted in the charter for the express purpose of giving the right to ths City Council to make such laws as it desired to regulate the liquor traffic. "This clause in the charter takes pre cedence over a general state law provid ing for Sunday closing." said he. "because it ie a speci I act of the Legislature per taining to a particular district." Pres A NEW BANK BUILDING Last evening the contract for the con structing of the new building for the La Grande National Bank was let to eantrae. orj. L. This will teccessitate the removal of the pres ent building during which time the bank will occupy the b ilding now being occu pied by the Rainbow store. The new building will be a two story, red preesed brick, with cream terra catta trimmings and gray stone demensions. The building will be m idem in every respect, steam heated, metal ceilings, plate glass windows and tile floors. The upstairs will be used for offices, well lighted and arranged.
